Description
The U.S. Department of Education is proposing to enter into an agreement with the International Association for the Evaluation of Educational Achievement (IEA) for the payment of the yearly membership dues owed by the United States for the calendar years 2003 and 2004. These dues are $27,000 per year. IEA is an organization of governments and university researchers interested in cross-national comparisons of education systems. The IEA has sponsored numerous international projects since the 1960s, including the International Adult Literacy Survey (IALS), the Third International Mathematics and Science Study (TIMSS), and, most recently, the Progress in International Reading Literacy Study (PIRLS). The United States has participated in IEA studies since its inception, providing international leadership in the area of assessment and survey operations. Approximately 50 countries are members of the IEA. Each country appoints a representative to the IEA, which holds a General Assembly meeting annually. As a major supporter of the IEA, the U.S. representative also serves on the Standing Committee of the IEA, which meets yearly to help set the agenda for the annual meetings as well as discuss new projects and developments. Failure to pay yearly dues in the IEA would result in the suspension of membership for the United States.
