Description
International Broadcasting Bureau (IBB), Greenville Transmitting Station (GTS) has a requirement to purchase electrical cabling which are "Commercial Items" specified in Subpart 13.500 of the Federal Acquisition Regulation (FAR). Pursuant to FAR 12.603, the following constitutes both the synopsis and the solicitation: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written proposals are here in being requested, and a separate written solicitation will not be issued. (ii) The solicitation number for this procurement is GTS10323-0094 and this solicitation is issued as a Request for Quotation (RFQ). (iii) Incorporated provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2003-015.Title 48, August 25, 2003. (iv) In accordance with FAR Subpart 19.502 entitled "Setting aside acquisition", the Contracting Officer has set this procurement aside for small businesses. The North American Industry Classification System (NAICS) Code is 423610, Electrical Apparatus and Equipment, Wiring Supplies, and Related Equipment Merchant Wholesalers, the nonmanufacturer size standard of 500 employees. (v) The contract line items are as follows: Item 1. Cable, two conductor #12, Shielded, 600 volt, suitable for direct burial, Belden 83802 or equal, qty 31,750 feet. Special note: the cable must be one continuous length as follows: 2 reels 4300 feet each, 2 reels 4700 feet each, 2 reels 1875 feet each and 2 reels 5000 feet each. Item 2. Power Cable, 23 conductor #2 with ground, suitable for direct burial. Beldon or equal type TC rated XHHW 600 volt is suitable, qty 2,800 feet. Item 3. Power Cable 3 conductor #4 with ground, suitable for direct burial. Beldon or equal type TC rated XHHW 600 volt is suitable. The following lengths are required, 5,000 feet reels, qty 2 each reels. (vi) The cables are needed to connect the new antenna strobe lights to a common power source at the switch bay. Existing power cables cannot be used, as the new lights require three-phase power and a signal cable or synchronization. (vii) Delivery shall be 30 days after receipt of order. Items ordered are to be shipped FOB Destination to, International Broadcasting Bureau, Greenville Transmitting Station, Transmitter Plant A, 10000 Cherry Run Road, Greenville, NC 27834. Deliveries are accepted at this location 7:00am - 3:00pm eastern standard time. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items is hereby incorporated by reference (1) Offerors are reminded to submit their DUNS Number with their proposal. (2) Each offeror's proposal shall include: Price quotations submitted in response to this RFQ that exceed the Simplified Acquisition Threshold (as specified in FAR Subpart 2.101, Definitions) will not be considered as responsive to this RFQ. (3) In the event that quotes for the work outlined in this RFQ significantly exceed IBB's budgetary limitations, IBB reserves the right to reduce the scope of the work specified herein. (ix) FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a firm-fixed price contract (i.e., purchase order) resulting from this RFQ to the responsible offeror whose offer conforming to the RFQ will be the most advantageous to the Government. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. (xi) The FAR Clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition-with no addenda to the clause. (xii) Far Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items applies to this acquisition as well as the following clauses contained with FAR Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222.36; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 793), 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Veterans (38 U.S.C. 4212); 52.225-13, Restriction on Certain Foreign Purchase (E.O. 12722, 12724, 13059, 13067, 13121, 13129); 52-232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332); (xiii) The following FAR clause is also applicable to this acquisition: 52.222-22, Previous Contracts and Compliance Reports. There are no additional contract requirement(s) or terms and condition (such as contract financing arrangements or warranty requirements) necessary for this acquisition other than those consistent with customary commercial practices. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition. (xv) Numbered Note 1 applies to this procurement which states "The proposed contract is 100% set aside for small business concerns". (xvi) Offers are due not later than 2:30 pm EST, Wednesday, September 17, 2003 and they shall reference RFQ No. GTS-10323-0094. Quoters responding to this RFQ shall submit to the above-listed Contracting Officer the following information by mail, facsimile, or e-mail, as part of their price quotation: unit and extended price for the above-listed line-items, prompt payment terms, correct remittance address if different from the quoter's mailing address, and a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. Oral price quotations will not be accepted for this procurement (xvii) Any questions related to this proposed procurement shall be in writing and shall be sent directly and only to the Contracting Officer, Cynthia C.
