Description
This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DTCG80-03-Q-3FAR02 and is a Request for Quotations. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. This request for quotations is 100% set-aside for small business. The NAICS code is 336611 and the corresponding size standard is 1,000 employees. The government anticipates awarding one firm fixed price purchase order for this work. The contract will be awarded based on price and other factors using Simplified Acquisition Procedures in accordance with FAR Part 13. Vendors should include warranty terms and conditions and prompt payment discounts with their quote. This acquisition has one line item entitled HOT OIL FLUSH NUMBER 1 MAIN DIESEL ENGINE (MDE) AND ASSOCIATED LUBE OIL SYSTEM ABOARD CGC DALLAS; the quantity and unit of issue for this line item is ONE JOB. Delivery shall be FOB Destination aboard CGC Dallas; CGC Dallas is located at Pier ?P? Charleston Naval Base, Charleston, SC. Inspection and Acceptance shall also be at destination. The contractor will be responsible for performing an external and internal hot oil flush of the Number 1 MDE and associated lube/oil system aboard CGC Dallas in accordance with NSTM CH 233-8.21.7 through 15. The Number 1 MDE is a Fairbanks Morse 3800 8 1/8 Engine with a related lube oil system. The engine lube oil sump capacity is estimated at 450 gallons and the system with sump is estimated to have a capacity of 650 to 750 gallons of lube oil. System components consist of but are not limited to the lube oil cooler, relief valves, filter, strainer, prelube pump, various piping, and the engine itself. The contractor will provide all equipment, fixtures, hoses, related products, and fluids necessary to complete the hot oil flush. Throughout the project, the contractor will maintain reasonable cleanliness of spaces and areas and ensure no flushing fluids leak into bilges. Any leaks or spills will be cleaned as they occur. In accordance with local EPA requirements, all contaminants and fluids will be properly removed and disposed of upon completion of the work. The contractor will clean and inspect the main diesel engine lube oil cooler, either in place or removed from the location of work at the contractor?s discretion. The contractor will document the cleanliness and overall condition of the cooler. The contractor will replace all piping removed or disturbed during performance of the work, and will remove and reinstall any interferences disturbed while completing the work. The contractor shall service the Thermostatic Amot Valve. The estimated start date of the work is on or about September 24, 2003; physical commencement of the work is dependent upon the progress of repairs to the Number 1 MDE that are currently ongoing. Physical commencement will be determined by and coordinated with the CG Inspector; the contractor will also interface with Fairbanks Morse Engine Field Service Representatives on-site. The period of performance for this work is 3 weeks from the date of commencement of work. Written, faxed, and e-mailed quotes are being accepted. All responsible sources interested in responding to this request for quotations must respond no later than 4:00 PM Eastern Daylight Time on September 12, 2003. NSTM CH 233-8.21.7 through 15 and applicable section of the technical publication pertaining to the lube oil cooler are available upon request; please contact Christine Jeffries to request these materials. Ship checks may be performed aboard CGC Dallas; please contact CWO Walter Probst at 843-296-7963 to schedule a ship check. The provisions of FAR 52.212-1, Instructions to Offerors Commercial (OCT 2000), apply to this acquisition without addenda. This solicitation hereby incorporates FAR provision 52.212-3; all vendors shall include with their quote a completed copy of provision 52.212-3, Offeror Representations and Certification Commercial Items (JUL 02). FAR Clause 52.212-4, Contract Terms and Conditions, Commercial Items (FEB 2002), is hereby incorporated into this request for quotations by reference. FAR Clause 52.212-5 (JUN 2003) is hereby incorporated into this request for quotation by reference.
