Description
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Emergency Training Center (NETC), Emergency Management Institute (EMI) has a requirement to develop a 3 credit hour, 45 contact-hour, semester-length, classroom-based, upper division college course on "Hazards Mapping and Modeling". The final product shall be a complete and ready-to-use course that includes an Instructor Guide (IG) that can be used by an instructor to teach with a minimum of course preparation at accredited colleges and universities at the undergraduate senior or graduate level. Through development of a higher education Hazard Mapping and Modeling course it shall be necessary to 1)Expand the knowledge base of future and practicing hazard/disaster/emergency managers in the practices and intricacies of hazards mapping and modeling. 2)Contribute to the professional development of practing hazard/disaster/emergency management and related personnel. 3) Interest college students in specializing in hazard mapping and modeling. 4)Interest universities in the development of Hazard Mapping and Modeling Certificate Programs through the provision to them of the core course in such a certificate program. The course shall be developed within the philosophical context of "Building Disaster Resistant and Resilient Communities", which places priority emphasis on prevention, mitigation and vulnerability reduction. The course shall also be developed within the context of seeking balance between the two bi-polar approaches to U.S. emergency management - the dominant "technocratic" approach, and the more recent "social vulnerability" approach. The course will need to contain more lecture material than can be used in a standard 45 contact-hour course in order to provide flexibility to the user. This requirement is 100% Small Business set-aside. The associated NAICS code is 611430, Professional Development Training. The Small Business size standard is $6.0 Million [average annual receipts for three preceding fiscal years]. It is anticipated that a firm-fixed price purchase order will be awarded using simplified acquisition procedures (under $100,000). The award will be based on "Best Value" to the Government, in accordance with the evaluation factors set forth in the Request for Quotation (RFQ) package. The RFQ package will be available on 09-17-2003. Quotes will be due on 09-22-2003 and may be faxed to (301) 447-1092, Attention: Patrick Hobbs.
