- Description
- The National Cancer Insitute (NCI), Division of Cancer Control and Pouplations Sciences (DCCPS), Cancer Statistics Branch (CSB), Surveillance Research Program (SRB), plans to procure through the basis of sole source from Artificial Intelligence in Medicine , Inc., 2 Berkeley Street, Suite 403, Toronto, Ontario, Canada M5A 2W3 SEER Electronic Pathology Software. The SEER Program of the National Cancer Insitute is an authoritative source of information on cancer incidence and survival in the United States, which began on January 1, 1973. The SEER Program currently collects and publishes cancer incidence and survival data from 11 population-based cancer registries and three supplemental registries covering approximately 14 percent of the US Population. Included in these SEER registries are more than 3 million in situ and invasive cancer cases and approximately 170,000 new cases are accessioned each year. About 95% of cancer are diagnosed by pathology and as a result, cancer registries rely heavily on pathology reports to identify new cases and key characteristics of the cancer required for its classification. Historically, pathology data gathering has been performed manually whereas the use of electronic pathology will allow SEER's registries to automate a major source of case finding with the accompanying increases in data completeness, timeliness and quality. Referred to "Electronic Pathology" or E-Path, the software to accomplish such automation would require the following capabilities: 1) Pre-existing pathology reports, consisting of both text-based and coded portions of the overall report, must be searched in order to select the potential cancer cases. 2) Selected cases are then transmitted from the pathology laboratory in the registry. This must include complete tracking and an audit trail. The transmission system must be secure and conform to all HIPAA requirements, and 3) the informaton must be easily incorporated into the registry's data management operation. Artificial Intelligence In Medicine, Inc., (AIM) is the sole source provider of this software and is proprietary to AIM. AIM is the only known source to the NCI that has the technology developed to automate the review of pathology reports for cancer case finding and the dissemination of those that are required by a cancer registry. The contract period will consist of one (1) base year and four (4) additional option years. FAR clause 52.217-9 Option to Extend the Term of the Contract and 52.217-8 Option to Extend Services are included by reference. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement and the noted features, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must bein writing and must contain material in sufficient detail to allow the NCI researchers to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:30 P.M., EDT (local Washington, D.C. time, on September 12, 2003. This requirement is being procured under FAR Part 2, and is being processed in accordance with the test program under simplifeid procedures for certain commercial items as authorized in FAR 13.5.
