Description

The Federal Bureau of Prisons, Federal Correctional Complex, Victorville California, in accordance with FAR 6.303-1, intends to solicit and negotiate a sole source procurement with San Diego Police Equipment Co. Inc, 8205 Ronson Road Ste A., San Diego California, 92111. This requirement is for the acquisition of the following items: 1. 5300432 FX Round(red)9mm 5 cases, 2. 5303700 FX Round (blue)9mm 5 cases, 3. 5307010 FX Round(yellow)9mm5 cases, 4. 5500152 FX Round(red).38 5 cases, .38, 5. 5500720 FX Round(blue).38, 6. 5302910 Sims 12ga, 7. 5305655 Sims M4, 8. 5303330 Sims MP5, 9. 8970017 Sims Mask 50 each, and 10. 5305610sp 12ga Sims Shells 50 each. These items will be delivered to the United States Penitentiary Security Officer located at the Federal Correctional Complex, at 13777 Air Expressway Blvd, Victorville, California 92394. This Sole Source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart12.6 and FAR 13.5 as well as supplemental information provided herein. This announcement constitutes the only solicitation and the Government does not intend to issue a written solicitation. This solicitation being Request for Quotation 61611-0028-3. This will be a firm fixed price contract. The BOP will be awarding a contract in accordance with the provisions of FAR part 13.5. Award will be based on the best price to the Government. The RFQ incorporates the following provisions and clauses that are in effect through Federal Acquisition Circular 2001-15. FAR Clause 52.212-1 Instructions to Offerors?Commercial Items (JULY 2003), subsection (a), (b), (f), (g), and (j) applies. Clause 52.212-3 Offeror Representations and Certifications-Commercial Items (JUN 2003), Clause 52.212-4 Contract Terms and Conditions?Commercial Items (FEB 2002), Clause 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items (JUN 2003), subsection (b)1,3,7,10,13-19 and 30 applies. Clause 52.228-5 Insurance - Work On A Government Installation (JAN 1997). Clause 52.237-2 Protection Of Government Buildings, Equipment, and Vegetation (APR 1984). The items will be needed by October 1, 2003, because staff are preparing the Penitentiary for the activation to receive inmates. SPECIAL CONTRACT CONDITIONS/CONTRACT SECURITY/INVESTIGATIVE REQUIREMENTS. The following requirements apply the items mentioned above shall only be delivered to the Institution Security Officer. All Packages will be clearly marked DELIVER TO SECURITY OFFICER. All interested parties capable of providing the required equipment may submit a RFQ/bid which will be considered by the agency in its final determination. All RFQ/bids shall be submitted to the address listed no later than September 11, 2003 at 2:00 pm pacific standard time. All bids shall be clearly marked with RFQ 61611-0028-3-3. All vendors are hereby notified that if your bid is not received by the date/time and location specified in this notice, it will not be considered. This solicitation is distributed solely through the General Service Administration?s Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website.
