- The 89th Contracting Squadron, Andrews Air Force Base intends to negotiate a sole source contract with Digital Sandbox, 11710 Plaza America Drive Suite 2000 Reston, VA 20190 for the purchase of Site Profiler Assessor version 2.0 item number L-SPA2, Profiler Blast Effect Model version 2.0 Item L-P301 and Assessor Training and installation. These software programs assist in planning and establishing antiterrorism/force protection as well as construction standards. They calculate scenarios based on timely intelligence. It profiles blast mitigation on selected facilities. Based on market research, Digital Sandbox, is the only company that sells and manufacturers this software. The resulting contract will be a firm fixed price service contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b)(1). See Numbered Note 22. All responsible sources may submit a proposal no later than 1500 hrs. 6 September 2003.
