NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. DABR03-03-Q-0065 is issued under the Simplified Acquisition Procedures as a request for quotation (RFQ). This is a total small business set aside for NAICS 541618. ITEM NO SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE AMOUNT 0001 12 Months SECRETARIAT SERVICESFFPIn accordance with the attached Statement of Work, contractor shall research, analyze, and coordinate needs and activities of the military and security forces of the participating nations who are involved in, or choose to become inv olved in, the HRI in order to assist in the development of education and training programs and other initiatives which support the implementation of the Plans of Action contained in the regional Consensus Document. Prepare proposals and seek financing for such initiatives from international sources. The following factors shall be used to evaluate offers: The contractor must be a civilian non-governmental organization that has extensive experience working with the militaries in Latin America and the Caribbean, established ties to the international HR community, and has a proven record of performance in obta ining private funding for HR and IHL education and training initiatives. Moreover, the Secretariat must have knowledge of the ??????Measuring Progress in Respect for Human Rights?????? Seminar Series, enabling it to proceed smartly with the tasks at hand and avoid the impediment of a steep learning Technical and past performance, when combined, are significantly more important than price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly un balanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the of fer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of clause) 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days. (End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 10 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires . The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 21 September 2005. (End of clause) 52.232-19 AVAILABILITY OF FUNDS FOR THE NEXT FISCAL YEAR (APR 1984) Funds are not presently available for performance under this contract beyond 21 September 2004 . The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond 21 September 2004, until funds are made available to the Contracting Officer for performance and until th e Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. (End of clause) STATEMENT OF WORK U.S. Southern Command Human Rights Division STATEMENT OF WORK (SOW) Secretariat Human Rights Initiative (HRI) 1.0 Client Organization: Headquarters, United States Southern Command (USSOUTHCOM), ATTN: SCJ5/HR, 3511 NW 91st Avenue, Miami, Florida, 33172 2.0 Project Background: The nations of Latin America and the Caribbean experienced a turbulent history of widespread gross violations of human rights in the second half of the 20th century. Democracy swept the region in the 1990??????s and today every nation but one has a democratically elected leader. Throughout the region, political and military leaders are working to develop democratic institutions through constitutional, legal, and judicial reforms. Unfortunately, lack of economic development and continuing high levels of poverty have lead to popular disillusionment with the democratic, free market experiments, presenting a difficult challenge to these fledgling democracies. Currently, many nations in the region are experiencing increasing levels o f political and social unrest, with several already at a critical mass for violent outbursts. The civilian leaders in a number of these countries are calling upon the military and security forces to assist police forces in maintaining public order without benefit of commensurate resources and training. USSOUTHCOM remains committed to supporting ??????a community of military and security forces which are committed to democratic values and principles [and] demonstrate respect for human rights.?????? To th is end, in 1995, the Command established the Human Rights Division that is currently charged with managing a long-term, pro-active strategy designed to work with regional militaries in fostering a culture of respect for HR within their respective instituti ons. 3.0 Project Focus: The Human Rights Initiative (HRI) is a major engagement tool for USSOUTHCOM and a key component of the Command??????s Theater Security Cooperation Plan (TSCP). Since 1996, USSOUTHCOM has been working with the armed forces of the regio n, civilian governmental and non-governmental organizations and international organizations, as well as academics on the development of a regional Consensus Document whose objective is to create zero tolerance on the part of military and security forces fo r any violations of Human Rights (HR) or International Humanitarian Law (IHL) which its members may commit. The goals of the Consensus Document are to instill a culture of respect for human rights within the military and security forces and to evaluate th e effectiveness of initiatives designed to establish/enforce HR and IHL standards of conduct. To this end, the Consensus Document contains common objectives, standards, and measures of effectiveness in the areas of Doctrine, Education and Training, Intern al Control, and Cooperation with Civilian Authorities. The Consensus Document was approved by the 31 participating nations of the region in March of 2002, marking the end of the Development and Approval Phase (Phase I). Phase II of the HRI consists of th e implementation of the Consensus Document at the national level in each of the participating nations. The implementation of the Consensus Document will require the continued and increased involvement of the USSOUTHCOM HR Division, supporting the diverse committed institutions and organizations. In particular, the participants have requested that the USSOUTHCOM HR Division assume the responsibility of establishing/leading an Executive Committee to coordinate implementation initiatives and a Secretariat to elaborate projects and strategies and to assist in procuring funds for their execution. 4.0 Statement of Work: 4.1 Needs Assesment: Research, analyze, and coordinate needs and activities of the military and security forces of the participating nations who are involved in, or choose to become involved in, the HRI, in order to assist in the development of education and training initiatives which support the implementation of the plans of action contained in the Consensus Document. 4. 2 Procurement of Funds: Prepare proposals and seek financing for education and training initiatives that support the implementation of the plans of action contained in the Consensus Document. Provide logistical, technical, and academic support of all th e activities that are financed. 4.3 Administrative Support: Provide administrative assistance to the HRI Executive Committee and execute and coordinate HRI activities to include seminars, conferences, and other events associated with the implementation of the Consensus Document. 4.4 Dissemination of HRI Information: Prepare and distribute periodic bulletins on the plans and progress made toward implementation of the Consensus Document. 4.5 Technical Assistance: Establish and maintain appropriate databases on the diverse technical aspects of implementation in order to establish institutional integrity and continuity of the HRI implementation process. Provide technical assistance to the development and maintenance of the HRI Web page. Prepare didactic, audiovisual, and photographic material that supports the implementation of the Consensus Document and marketing of the HRI. 4.6 Academic Support: Prepare didactic material for use in training activities. 4.7 Information and Dissemination Strategies: Develop strategies to approach and inform HR international organizations in order to cultivate support for the implementation of the HRI. 5.0 Performance: Work is to be accomplished for the USSOUTHCOM HR Division. Certification by the Government of satisfactory services provided is contingent upon the contractor performing in accordance with the terms and conditions of the contract. The HR Division representative(s) and the Secretariat representative(s) will meet at least on a quarterly basis and at least once a month telephonically, to review performance objectives. 6.0 Deliverables: All deliverables must meet professional standards and meet the requirements set forth in contractual documentation. The Secretariat will be responsible for delivering all end items specified. The following items are deliverables which fall within the scope of this task and which are illustrative of the type of work the Government expects to order. 6.1 Information on Topics of Interest: Prepare and distribute a bi-monthly electronic bulletin on progress and plans associated with the HRI. Also, prepare and distribute information on other topics of interest to include: activities of other armed forc es, news on HR/IHL as it pertains to the armed forces and training and study scholarship opportunities. 6.2 Reports: At a minimum activity status/evaluation reports will be submitted at the end of each contract quarter on or about the following dates: Dec 03, Mar 04, Jun 04, Sep 05. Other reports may be requested as deemed necessary. See Attachment 1 for timeline. 7.0 Criteria for Acceptance: All documents delivered will be in a template style provided by the Government.. Documents will be prepared in Microsoft Office compatible software (e.g.: Word, Power Point, and Excel ) 7.1 Schedule: Due dates for deliverables will be established following coordination between USSOUTHCOM??????s HR Division and the Secretariat in accordance with Attachment 1. 7.2 Delivery Instructions: Documents and other deliverables may be mailed, electronically forwarded or faxed to the Contracting Officer??????s Representative. 8.0 Place of Performance: Work will be performed at existing place of duty of the Secretariat or at the USSOUTHCOM headquarters when required. The Secretariat will be required to support /participate in USSOUTHCOM-sponsored seminars or conferences in TBD CONUS and OCONUS locations. 9.0 Hours of Work: The Secretariat is to conform to customer agency normal operating hours or hours associated with USSOUTHCOM-sponsored seminars or conferences in TBD CONUS and OCONUS locations. . 10.0 Travel: Actual expenses limited by the Govern ment Travel Regulations and must be pre-approved and funded by USSOUTHCOM. At a minimum, a Secretariat representative(s) will be required to travel to USSOUTHCOM headquarters twice a year. A Secretariat representative(s) will be required to travel to USS OUTHCOM-sponsored seminars or conferences in TBD CONUS and OCONUS locations. Additionally, a secretariat representative(s) will be required to travel at least quarterly to OCONUS locations to coordinate HRI activities with personnel from the participating nations. 11.0 Security Clearances. This is not a classified project. Secretariat personnel requiring access to the USSOUTHCOM building for the purposes of performing temporary duty, will be properly cleared through the USSOUTHCOM Security Office.
