Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are requested. Solicitation number RBK0E030025 is applicable and is issued as a Request for Quote (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition 97-26. This requirement is 100 percent set-aside for Native American Business with a NAICS Code of 235110 and the business size maximum is $12.0 million. ITEM DESCRIPTION: Line Item 0001: Work consists of providing all labor, equipment, materials, transportation, and supervision necessary to replace water lines at SIPI. The contractor shall replace existing heating, cooling and domestic hot water from manhole to 1st node. Replace existing chill water and domestic hot water from first node to gym. Also included are insulation, backfill, and repair of sidewalk. Area near gym where new line is to be installed will be backfilled 2 feet above existing grade. New lines from node to gym will be relocated via penetration to exterior wall in node and gym. Also included is completing wall from end of wall to gym (approx 9 feet) to match existing. The contractor shall also replace chill water and heating lines east out of manhole to business multimedia building, general education building and Vocational education building (domestic hot water and re-circulation line to be abandoned). Also included are insulation, backfill, and repair of sidewalk. The contractor shall also replace 8??? of chill water line from boiler room to new pipe connections outside the kitchen node. This will finalize pipe replacement in this section. Quoters are urged and expected to inspect the site where the work will be performed. Any award resulting from this request for quotations will be made to a responsive, responsible quoter using a OF 347 form. Quotes will be evaluated on a best value basis. Evaluation factors include past performance and price, with past performance being more important than price. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. An addendum to this provision is applicable, in which the term offeror, whenever it appears, shall be replaced with the term quoter. Quoters are required to submit completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotes along with a DUNS Number. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statures or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. Required Central Contractor Registration and FAR clauses 52.219-6, Notice of Total Small Business Set-Aside and, Department of the Interior Acquisition Regulation (DIAR) 1452.226-70 Indian Preference, DIAR 1452.226-71 Indian Preference Program, DIAR 1452.204-70 Release of Claims are applicable.
