Description
The Bureau of Reclamation announces its intention to negotiate an indefinite quantity contract for the procurement of professional aerial photography, mapping, and related services for the Great Plains Region, Bureau of Reclamation. These services are to be provided on a firm-fixed price task order basis in the states of Montana, North Dakota, South Dakota, Wyoming, Nebraska, Colorado, Kansas, Oklahoma and Texas. The contract will be negotiated in accordance with Federal Acquisition Regulations, Part 36, as implemented by Department and Agency regulations and directives. The performance period will be for one year beginning on the date of award with four prepriced option years. The options may be exercised solely at the discretion of the Government without further competition. The cumulative orders over the life of the contract may not exceed $1,000,000. Principal items of the aerial photography, mapping and related services are as follows: 1. Perform services under individual fixed price task order in any of the above referenced disciplines in any of the specified states. 2. The maximum order limitation for any task order under this contract is $100,000, with cumulative orders over the life of the contract not to exceed $1,000,000. 3. The minimum order that the primary contractor is required to accept is $2,500. Competent firms suitably staffed to perform the required services are invited to submit five copies of an up-to-date Standard Form 254, U.S. Government Architect-Engineer Questionnaire and Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project to the above address. Your Standard Forms must be received at the Great Plains Regional Office in Billings no later than 3:00 p.m. on October 6, 2003. Submittals will be evaluated on the following criteria listed in descending order of importance: 1. Professional qualifications including education, work experience, and registration status of personnel. 2. Knowledge of engineering design data requirements. 3. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules within the last five years. 4. Organizational structure and support facilities, including the name and titles of individuals within each division/group. Include a description of the capabilities of your equipment as it relates to aerial photogrammetry. Address how has your company has kept up with the latest changes in technology such as GPS, LIDR, and digital photography. 5. Availability of additional contractor personnel or consultants to support expansion or acceleration of a project, along with a short description of their capabilities and size of organization. 6. Geographical location of your company as it pertains to the extent of the Great Plains Region. SMALL BUSINESS SIZE STANDARD 1. This acquisition is full and open competition. 2. Definitions. - A small business concern is a concern, including its affiliates, which is independently owned and operated, is not dominant in the field of operation in which it is submitting expression of interest on Government contracts, and can further qualify under the criteria set form in the regulations of the Small Business Administration (13 CFR 121.3 8). In addition to meeting these criteria, firms submitting an expression of interest in their own name must agree to furnish in the performances of the contract, end items produced in the United States, its possessions, or Puerto Rico, by small business concerns. 3. Size Standard for this Procurement. - The Standard Industrial Classification Code is 8713 and the North American Industrial Classification Code is 541360. Any firm whose average annual receipts for its proceeding three fiscal years do not exceed $4.0 million is considered a Small Business.
