- Description
- This is a pre-solicitation notice. The resultant Invitation for Bids (IFB) will be issued using full and open competition. This procurement is unrestricted - open to large and small business concerns. The contract will be for Testing, Troubleshooting, Calibrating, Programming, Repair Services and Minor Alterations to the Direct Digital Control (DDC) Systems for Buildings 3, 4, 5, 6 and 36 at the Naval Support Activity, 700 Robbins Avenue, Philadelphia, PA by means of an Indefinite Quantity (IQ) contract. Due to the transitional nature of the government workforce, additional buildings may be added in the future. This procurement contains a base period and 4 option years, which may be exercised by the Government in accordance with the schedule. The North American Industry Classification System (NAICS) code is 811219 and the size standard is $6.0 million. Sealed bidding procedures will be used and the instructions will be detailed in the solicitation. PLEASE NOTE THAT A SPECIALIZED EXPERIENCE CLAUSE WILL ALSO BE INCLUDED IN THIS SOLICITATION. THE LOW BIDDER MUST MEET THE MINIMUM QUALIFICATIONS AS STATED IN THE CLAUSE IN ORDER TO BE DETERMINED RESPONSIBLE. AWARD WILL NOT BE MADE TO ANY FIRM WHO FAILS TO MEET THE MINIMUM EXPERIENCE REQUIREMENTS AS STATED IN THE CLAUSE. Per the Debt Collections Improvement Act of 1996, the DFAR requires all contractors to be registered in the Department of Defense Central Contractor Registration (CCR) Database. Be advised, failure to register in the CCR makes an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing web site http://www.ccr.gov/ or by referring to DFARS Subpart 204.73. Bidders should submit verification of their firm's registration in the CCR Database with their bid. There will be a pre-bid site visit. Information regarding this site visit and access to the site will be specified in the solicitation. The solicitation will be available on or about 29 September 2003. In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to the electronic medium. Hard copies will not be available. The address for downloading this solicitation is www.esol.navfac.navy.mil. You must first create an account. You may view the site without an account, but you will not be able to register for a solicitation unless you have an account. Once registered, you will receive an e-mail informing you when the Invitation for Bids (IFB) package becomes available. An official planholder's list will be maintained on-line and can be printed from the website. Notification of any changes to this solicitation (Amendments) shall be made on the Internet. It is therefore the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation plans and specifications.
