- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to issue a request for quotations for Electrical and Gauge Calibration Services to support the Training Support Center, San Diego, California (TSC San Diego). Services are required for a twelve-month base period, to commence 1 October 2003, with provisions for four consecutive twelve-month option periods. Quotations shall demonstrate in sufficient detail the prospective service provider?s compliance with the calibration methods of NAVSEAINST 4734.01 series, Metrology and Calibration (METCAL) Program, and the requirements of 1) the American Association for Laboratory Accreditation (A2LA); 2) ISO (International Organization for Standardization)/IEC (International Electrotechnical Commission) 17025-1999 "General Requirements for the Competence of Testing and Calibration Laboratories?; 3) ANSI (American National Standards Institute/NCSL (National Conference of Standards Laboratories) Z540-1-1994; 4) ISO 9002 (1994); and 5) any additional program requirements in the field of calibration. TSC San Diego is a certified Navy Field Calibration Activity (FCA) Type IV laboratory possessing some Type III capability. The service provider shall perform calibration capabilities within a Class IV Navy lab (meter calibration, frequency counters, oscilloscopes, signal generators and equivalent standards). The service provider shall 1) perform all gauge calibrations for the Air Conditioning and Refrigeration School to support associated air compressors, water pumps, and laboratory gauges and precision instruments such as micrometers, spring scales and torque wrenches; 2) ensure gauges, regulators, pressure activated switches and precision measuring instruments are calibrated according to the calibration documentation schedule for the appropriate systems; and 3) be responsible for all the standards/procedures associated with maintaining the Navy?s Class IV certification during inspections. This acquisition is 1) 100% set aside for small business concerns; 2) subject to the Service Contract Act of 1965; and 3) using the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 12--Acquisition of Commercial Items and in FAR Subpart 13.5--Test Programs for Certain Commercial Items. The Government intends to award a firm-fixed-price type purchase order to the eligible, responsible quoter whose quotation represents the best value considering both past performance and price with past performance more important than price. RFQ N00140-03-Q-3442 will be available electronically, within 15 days of this notice, at the Navy Electronic Commerce Online (NECO) Web site, www.neco.navy.mil. Responses to the RFQ are required, in writing, by 17 September 2003, to Anita Spriggs, Contract Negotiator, Code 02P21F, FISC Norfolk Det Philadelphia, Philadelphia, PA 19111-5083. North American Industry Classification System Code is 811219 and the applicable size standard is $6 million. Numbered Note 1 applies.
