- Description
- NASA/MSFC has a requirement to develop NASA Physical Sciences Research Division content (biotechnology, cell sciences, combustion science, materials science, fluids physics and fundamental physics) to augment the existing SpaceBio.net ( http://spacebio.net/ ) series of web pages. These web pages, when completed, shall ensure that the existing SpaceBio.net web site is expanded to include the physical sciences, thus representing the majority of the research conducted by NASA?s Office of Biological and Physical Research. Period of Performance shall 10 months from effective date of award. NASA/MSFC intends to purchase the items from Mains Associates for the development and implementation of a NASA Physical Sciences Research (PSR) program Webpage that describes the PSR physics, chemistry, and biotechnology research in a format that matches the existing NASA spacebio.net web page. Pursuant to FAR 13.106, Mains Associates is the only source available to develop this webpage based on previous work completed for the SpaceBio.net. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 18, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
