Description
DESCRIPTION: This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation F41622-03-Q0001 is being issued as Request for Quote (RFQ), for a Firm Fixed Price purchase order, incorporating provisions and clauses in effect through Federal Acquisition Circular FAC 2001-15 (b) and DFARS Change Notice 20030821. Funds are not currently available for this requirement. Offerors are advised that the cost of any response to, or other cost incurred as a result of, this solicitation is at the offeror’s own risk. Unless funds are made available for this requirement, no purchase order will be awarded. Additional information may be obtained at the Fed Biz Opps web site. See http://farsite.hill.af.mil for the full text of all provisions and clauses incorporated by reference herein. THE ENTIRE SOLICITATION WILL BE ISSUED ON THE FEDERAL BUSINESS OPPORTUNITIES (FEDBIZOPPS) WEB SITE AT www.eps.gov (select “FBO for Vendors”, at Agency, USAF, click on “Offices”, at Office, “Air Force Materiel Command”, click on “Locations”, at Location, “AF Real Property Agency Division A (Griffiss), Rome NY”, click on “Posted Dates”). The FedBizOpps offers a registration service that will send an e-mail notification when a change is made to this announcement. To register, click on the “Register to Receive Notification” button at the end of this announcement in FedBizOpps. This service is provided for convenience only and does not serve as a guarantee of notification. In addition to this registration, any prospective offerors interested in submitting a quotation for this solicitation must register by e-mail directly with the Contracting Officer at virginia.brady@afrpa.pentagon.af.mil. In order to be placed on the List of Registered Parties include your company name, address, telephone number, point-of-contact, fax number, e-mail address and Commercial and Government Entity (CAGE) code. The Contracting Officer will post this list on the FedBizOpps along with the solicitation to facilitate subcontracting and teaming opportunities. Offerors registering their name either on the FedBizOpps or with the Contracting Officer should not conclude that they would receive a paper copy of the solicitation in the mail. PAPER COPIES WILL NOT BE AVAILABLE. The solicitation and any amendments thereto will only be available by downloading the documents from the FedBizOpps. All prospective offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this combined synopsis/solicitation. This is a competitive acquisition restricted 100% to small business firms under NAICS code 561730 with a small business standard of $5 million average annual revenue for the previous three years. All responsible sources may submit a quotation, which shall be considered by this agency. To be eligible to receive an award from a Department of Defense (DoD) activity, contractors must be registered in the DoD Central Contractor Registration (CCR) Database. To register, access the CCR Home Page at http://www.ccr2000.com. The Air Force Real Property Agency (AFRPA) at the former Plattsburgh AFB, Plattsburgh NY has a requirement for a contractor to provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform grounds maintenance as defined in the Statement of Work (SOW). All work will be performed in accordance with the SOW dated 29 Aug 2003. See the EPS for the SOW dated 29 Aug 2003, Listing of Facilities, Buildings, Parcels, Parcel Map, Supplies or Service and Prices/Cost (Standard Form 1449), Bid Schedule, Wage Determination, and Representations and Certificatons (FAR 52.212-3 and DFAR 252.212-7000). ALERT: Vendors are STRONGLY encouraged to use the Standard Form 1449 as the first page of their quotation. If you choose not to use the Standard Form 1449, you are cautioned to complete and provide with your quotation all the data requested by FAR 52.212-1. Failure to do so may eliminate you from consideration for award. An organized site visit has been scheduled for Tuesday, 10:00 a.m. on 16 September 2003. Participants will meet at 22 U.S. Oval St., Suite 2200, Plattsburgh NY. For further information, regarding the site visit, offerors planning to attend should notify Virginia Brady, via e-mail at virginia.brady@afrpa.pentagon.af.mil NO LATER THAN Monday, 3:00 p.m. on 15 September 2003. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items is applicable. Paragraph (c) is amended to read as follows: The offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers. Award will be made based on the lowest fair and reasonable price. Fairness and reasonableness is the degree to which the proposed price compares to the price a reasonable and prudent person would expect to incur for the same or similar goods or services. Offerors must include a completed copy of FAR 52.212-3 and DFAR 252.212-7000, Offerors Representations and Certifications-Commercial Items with your quotation. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable. FAR 52.212-4(a) is amended to read as follows: “(1) When defects in service cannot be corrected by re-performance, the Government may (i) require the Contractor to take necessary action to ensure that future performance conforms to contract requirements; and (ii) reduce the contract price to reflect the reduced value of the services performed. (2) If the Contractor fails to promptly perform the services again, or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may (i) By contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service; or (ii) terminate the contract for cause”. The clause FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-23, 52.232-33. 52.222-41 (Wage Determination 1994-2377 (Rev 17) dated 05/30/2003), 52.222-42 (Employee Class # 11210 Laborer, Grounds Maintenance, Monetary Wage $16.38, NOTE: This statement is for informational purposes only, it is not a Wage Determination). DFARS 252.204-7004, 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. Additional DFARS clauses cited in the clause applicable to this acquisition are: 252.225-7001 and 252.247-7023. Additional FAR clause applicable to this acquisition is: 52.232-18. All questions regarding this COMBINED SYNOPSIS/SOLICITATION must be directed IN WRITING to the Contracting Officer, Virginia Brady, no later than one week before the quotation due date.
