Description
NAICS Code: 541710 The U.S. EPA intends to negotiate on a sole source basis, under authority of FAR 6.302, with University of Dayton Research Institute (UDRI) for the acquisition of analytical services requiring the use of of Multidimensional Gas Chromatography-Mass Spectrometry (MDGC-MS) for combustion emission sample analysis for organic, endocrine disruptor chemicals (EDCs). EPA ORD/NRMRL/APPCD in RTP, NC requires analysis of combustion emission sample extracts with MDGC-MS heartcutting techniques to identify and quantify EDC and EDC-like compounds within the organic fraction. EPA requires specific capabilities of the MDGC-MS analysis to separate complex mixtures which will coelute in spite of conducting high resolution gas chromatographic separations. EPA requires demonstrated experience with the application of MDGC-MS to combustion emissions for the determination of trace organic, EDC and EDC-like compounds, that are often present as overlapping chromatographic peaks. The EPA believes that only UDRI can provide these unique services. THIS IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing it can provide the required services may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13. The anticipated award date is 9/30/03. See numbered note 26.
