Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is F7381532380100 and the solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15. (iv) This is a total small business set-aside. The associated North American Industrial Classification System code is 334220 and the small business size standard is 750 employees. (v) There are three (3) contract line items. Four (4) each Nera Saturn Bp Transporters; four (4) each SODA ISDN S-Bus Adapters for use with Inmarsat B and VSAT terminals; and four (4) each cable sets for SODA ISDN S-Bus Adapters. (vi) See attached sheet that lists the specifications for the transporter and ISDN S-Bus Adapter. Specifications must be equal to or better than what is listed on attached sheet. See paragraph (viii) below if proposing "or equal" items. (vii) Request delivery of the equipment be accomplished within 30 days after receipt of order and request acceptance at FOB point Scott AFB IL. (viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Change Subparagraph (b)(4) to include the following: If quoting "or equal" items, offeror must submit complete technical literature demonstrating product equivalency for review. Subparagraph (b)(7) is changed to read: Any resulting contract will be subject to FAR 52.232.33 Mandatory Information for Electronic Funds Transfer Payment. (ix) The FAR provision 52-212-2, Evaluation -- Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: technical capability and price. Technical capability is more important than price. (x) A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be submitted with quote. The provision may be copied from website http://farsite.hill.af.mil/VFFARA.HTM. Quote will not be considered without completed provision. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. The clauses at subparagraph (b)(5), (b)(11), (b)(12), (b)(13), (b)(14), (b)(15), and (b)(24) of 52.212-5 are applicable. (xiii) The clauses at DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, and DFARS 252.212-7004, Required Central Contractor Registration apply to this acquisition. DFARS 252.225-7036 in DFARS 252.212-7001 applies. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) The Commerce Business Daily numbered note 1, 100% small business set-aside, applies. (xvi) Quotes are due to this office NLT 4:00 p.m. CST on 10 Sep 03.
