Description
Description: This is a synopsis in accordance with FAR part 5.201, as supplemented with the DRAFT statement of work (SOW). All responses to this synopsis must refer to Synopsis Number F04693-03-T-0002. This synopsis, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2001-15. The 61st Contracting Squadron at Los Angeles Air Force Base, CA will post a solicitation under an Office of Manpower and Budget (OMB) Circular A-76 Cost Study to perform services in the Base Education and Training Office. The cost of performance by a contractor will be compared to the cost of performance by the current, in-house Government personnel to determine the most advantageous and cost effective method of operation for the Education and Training Office (DPE). If this function is contracted out, the Government anticipates the award of a firm fixed price contract with a one-year basic period of performance and four subsequent one- (1) year option periods. The period of performance is expected to begin 01 October 2004. DPE serves approximately 3,000 military and civilian personnel. This acquisition is 100% Small Business Set-Aside. The solicitation will be posted on, or about, 27 October 2003. Interested sources are encouraged to respond to this synopsis and draft statement of work with questions or suggestions. The North American Industrial Classification System (NAICS) code for this study is 611710, Educational Support Services. The size standard for small business is $6 million in annual receipts. Interested sources capable of performing the described services are invited to review the attached DRAFT (SOW) and submit questions and suggestions.
