DOE and NNSA Workforce Analysis and Planning Statement of Work Activity Products Methodology Labor Hours to Complete tasks Labor Categories Assigned to Activity Activity 1 Organizational Structure Analysis Report I Overview of Workforce Analysis and Planning initiative; background on WAP; need for WAP Report II Summary of functional distribution across an organization with 28 departments List of functions by department (28 departments) Activity 2 Strategic Priority Analysis Report III Explanation of the organization’s priorities, goals/objectives, and requirements and their relationship to the departmental functions; to include: •Brief description of priorities, goals/objectives, and requirements •Crosswalk of departments’ functions to organizational priorities (15 priorities) Sample queries: List of departmental functions supporting each priority• Crosswalk of departmental functions to organization’s goals/objections (15 goals) Sample queries: List of departmental functions supporting each goal/ objective Crosswalk of departmental functions to the organization’s requirements (15 requirement documents with an average of 4 elements per requirement) Sample queries: List of departmental functions supporting each requirement Activity 3 Labor Analysis Report IV Position description and skill set analysis for 230 positions; to include: •Validated duty statements by job series, grade, and specialty (average of 5 duty statements per series/grade/specialty) •Validated knowledge/skills/abilities that support each duty statement •Current skill sets essential to each position, skill set that could be developed 1 yr in position, skill set that could be developed 2 yr in position, skill set that could be developed 3 yr in position, skill sets that could be developed 4 yr in position, and skills that are acquired on the job •Crosswalk of duties to functions •Explanation of crosswalk of duties to functions •List of skill sets supporting each function •Positions analyzed by retirement projections, attrition projections, age, gender, race/national origin, education •Crosswalk of duties and functions tied to retirement and attrition projections •Executive summary of findings Activity 4 Trend Analysis Report Vù Summary of trend data; to include:§ How the organization’s functions, priorities, and requirements are going to change in the next 1, 2, 3, 5, 10 years§ Explanation of expected changes in work and effect on the workforce§ Descriptions of workforce trends and their implications for SO§ Forecasted SWOT analysis of SO§ Explanation of possible changes in mission, technology, nature of work, outsourcing, workload, legislation, equal opportunity, e-government, cyber security, change in customer base, location Activity 5 Gap Analysis Report VI ù Summary of gaps between current and future (3, 5, 10yr) workforce based on functions, goals/objectives(150 priorities(15), and requirements(15); to include:§ Discussion of supply and demand for current and future requirements§ Discussion of the extent to which the workforce has the skills, knowledge, and abilities to carry out critical functions, organization’s priorities, organization’s goals/objectives, and organization’s requirements in the present and future? Activity 6Workforce Action Plan Report VIIù Strategies for filling gaps;ù Outline considerations for National Security College Activity 7 Action Plan Implementation DOE SO headquarters responsible for implementation. ù Support that could be necessary for implementation. Please explain methodology and corresponding labor hours. Activity 8Continual Assessment Plan ù Strategies for SO to continually monitor, evaluate, and revise the workforce action plan as necessary Activity 9 Workforce Analysis and Planning Toolkit ù Toolkit to explain Workforce Analysis and Planning process to include:§ Outline and present components of toolkit – must be approved before work continues§ Format of toolkit – must be approved before work continues § Introduction to toolkit including purpose, structure, explanation of instruments, and explanations of technology support (Access, Excel)§ Instruments used to conduct workforce analysis and planning effort Activity 10 Course Curriculum for Workforce Analysis and Planning – for Human Resource Professionals ù Instructor and student manual based on the Workforce Analysis and Planning Toolkit to include:§ Curriculum in compliance with DOE professional development requirements§ Learning activities based on instruments included in Workforce Analysis and Planning Toolkit§ Appropriate evaluation techniques in compliance with DOE professional development requirements Activity 11 Course Curriculum for Workforce Analysis and Planning – for managerial personnel ù Instructor and student manual based on the Workforce Analysis and Planning Toolkit to include:§ Curriculum in compliance with DOE professional development requirements§ Learning activities based on instruments included in Workforce Analysis and Planning Toolkit§ Appropriate evaluation techniques in compliance with DOE professional development requirements
