Description
The USDA, Animal and Plant Health Inspections Service (APHIS), Plant and Protection Quarantine (PPQ), A&E Operation, Mission, TX, intends to procure the services of eleven (11) temporary laborers and one (1) welder to fabricate some Eclosion Towers to support the Mexican Fruit Fly Emergency Program. This will be a FIRM-FIXED price award. USDA reserves the right to award this as one contract or as two separate contracts (one for the laborers and one for the welder). Place of Performance will be at the APHIS PPQ Aircraft and Equipment Operations location in Edinburg, TX. All bids should include the hourly Pay Rate per US Department of Labor Wage Determination Number: 1994-2519 (available upon request) and the hourly BILL RATE. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-09. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Changes--Fixed price 52.243-1 (8/87); Instruction to Offerers - Commercial Items 52.212-1 (10/00); Evaluation-Commercial items 52.212-2 (10/97); Offerer Representations and Certifications 52.212-3 (10/98); Contract Terms and Conditions-Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5(10/98); and First Article Approval-Government Testing (Sept 1989) Alt (Sept 1989) 52.209-4. This solicitation is being set-aside for Small Business. Award will be made to the lowest technically acceptable priced responsive responsible offerer. Statement of Work: Furnish eleven (11) temporary laborers and one (1) welder to fabricate some Eclosion Towers to support the Mexican Fruit Fly Emergency Program at Valley Center, California. Description of Duties for the laborers: After verbal instructions have been provided by Aircraft and Equipment Operations (AEO) personnel, the incumbents will: 1. Load and unload heavy boxes of equipment and supplies. 2. Move and arrange machinery, furniture, and supplies as needed. 3. Place supplies, parts, and equipment in bins and shelves in stock rooms, tool cribs, and storage areas. 4. Pack equipment and supplies in wooden crates and boxes. 5. Carry and hold wood and metal parts in place for cutting, drilling, fastening, or removal. 6. Operate hand and power tools, sheet metal cutting and forming tools, shears, and electric and hand saws to assist in the fabrication and assembly of this special equipment. Description of duties for the welder: 1. After verbal instructions have been provided by AEO personnel, the incumbent will operate, hand and power tools, forming tools, shears, electric and hand saws, and must have knowledge and experience in Gas Tungsten Arc Welding (GTAW) techniques for welding aluminum to assist in the fabrication and assembly of specialized equipment. Work Hours: Monday to Friday 7:00 a.m. to 3:30 p.m. with 1/2 hour lunch. Work Attire: Wear appropriate work clothes. These services require that incumbents move heavy equipment, supplies, and furniture in excess of 100 Lbs. The employees will be required to stand, walk, bend, and stoop. NOTE: Required safety equipment such as safety glasses, ear protection, work aprons, and gloves will be provided by AEO. Steel toe safety shoes are required and employees must provide their own. The estimated date for the employees to begin on this project is Monday, September 29, 2003 and end Tuesday, March 23, 2004. These services may not exceed March 23, 2004. Services may be terminated before this date if it is determined that these services are no longer needed or funds become unavailable.
