- This is a SOURCES SOUGHT NOTICE to identify U. S. Small Business Administration (SBA) Certified HUBZONE Small Business firms capable of providing all labor, material, equipment, transportation, and supervision required to Upgrade the Fuel System at U.S. Coast Station Cleveland Harbor, Cleveland, OH. Base Work includes: Provide pier mounted gasoline and diesel dispensing units; Provide gasoline and diesel fuel pumps in new aboveground double walled, fire rated storage tanks; Provide a double walled fire rated waste oil tank; Provide new above ground double-walled pipe between new aboveground storage tanks and pier mounted dispensers; Provide leak detection monitoring for piping and dispenser sumps; Provide distribution for pumps; Provide control systems, leak detection systems, alarm and emergency shutdown control; Remove existing tanks, piping and vents; Remove and dispose of shelter structure, steel vault caps and top 1 to 2 feet of concrete vault walls; Drill vault bottom and fill with gravel; Saw-cut and remove asphalt pavement and excavate and place new tank pad; Patch pavement; Fill excavation and place a concrete pad to support the new fuel and waste oil tanks; Provide a Spill Prevention Plan prepared by a Registered Engineer and supply the on site spill mediation material required by the plan. Note: Contract will involve Project Phasing. Work is weather dependent and involves concrete, so might not commence until after March 28, 2004. The NAICS code for this project is 237120 with a Small Business Size Standard of $28.5 million. Vendors interested in performing this requirement are invited to provide the following information to USCG CEU Cleveland no later than September 19, 2003. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result of responding to this Sources Sought Notice, or from Government use of any information provided. The Government reserves the right to consider a Small Business, 8(a) or any other set-aside arrangement as deemed appropriate for this procurement.
