Description
The Defense Energy Support Center (DESC), in conjunction with the United States Air Force plans to offer the privatization of the electrical, natural gas, water and wastewater infrastructure systems at Tyndall Air Force Base, Florida. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility system(s). The successful firm will be required to provide expansions to the system(s) to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past performance information from potential Offerors shall be submitted as directed in the RFP. No Offeror will be denied the opportunity to submit a proposal in response to the RFP. The utility systems being privatized are described as follows: Installation: Tyndall Air Force Base, Florida. System Descriptions: Electric, Natural Gas, Water and Wastewater. The base occupies approximately 29,109 acres of real estate in Bay County near Panama City in Northwest Florida. There are 655 facilities totaling more than 3,680,000 square feet and 560 military family housing facilities with 1,400,000 square feet. Tyndall AFB does not generate its own electricity or natural gas and does not have water or wastewater treatment plants. The Electric Distribution System consists of primary distribution of 205 miles of line with 88% overhead; secondary distribution of 125 miles with 67% overhead. Power is supplied at 12.47kV. Base demand is 20MW. The Natural Gas Distribution System consists of approximately 14 miles of gas mains. Piping is mostly steel and ranges in size from ? to six inches. Annual usage is 150,000 mcf. The Water Distribution System is supplied water from Bay County Utilities at about 70 psig through one master meter. Pressures on base range for 50 to 80 psig. There are three on-base elevated storage tanks. There are six remote on-base water wells. The water distribution system consists of approximately 355,800 linear feet of cast iron and PVC piping. The Wastewater Collection System consists of approximately 391,000 linear feet of primarily VC and PVC sewer mains ranging in size from 4 to 12 inches. There are 50 lift stations. There is a package treatment plant with a capacity of 50,000 gpd. The base is connected to the Bay County Advanced Wastewater Treatment Plant. Flow to this plant is approximately 1,27 mgd. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
