Description
The National Institute on Drug Abuse intends to solicit proposals under a 100% small business set aside (NAICS 541710 - $5 million) from qualified small businesses with the in-house capacity to perform experiments in laboratory animals to systematically evaluate the toxicological effects of potential treatment drugs, both new and marketed, for treatment of drug addiction. Offerors must conduct a range of pre-clinical toxicology studies supporting the development of pharmacotherapies as medications. Studies must adhere to Good Laboratory Practices (GLP) guidelines as set forth in relevant Food and Drug Administration (FDA) guidance and regulations (e.g., CFR Title 21). Offerors must have on-site in vivo toxicology testing facilities and access to state-of-the-art equipment for analytical testing of dosing solutions and verification of identity of the bulk substance (HPLC, GC/LC-MS, IR and NMR). In order to handle substances under the Controlled Substances Act of 1970, it is mandatory that offerors possess a DEA Research Registration for Schedules II to V and demonstrate the capability to obtain a DEA registration for Schedule I controlled substances. All offerors must comply with NIH guidelines on the care and use of laboratory animals. We anticipate the award of one cost reimbursement contract for a period of four years. The contract will include additional quantity options. RFP No. N01DA-4-8841 will be available electronically on or about September 22, 2003. Please note that NIDA uses a streamlined RFP format which includes only the Work Statement, Deliverables, Reporting Requirements, Special Requirements, Mandatory Qualifications, Technical Evaluation Criteria, and other necessary Proposal Preparation Instructions. All information required for the submission of a proposal is contained in or accessible through the streamlined RFP package. Response to the RFP will be due on or about November 7, 2003. NIDA will consider proposals submitted by any responsible offeror. This advertisement does not commit the Government to award a contract. See Notes 1 and 26.
