Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541990 with a small business size standard of $6.0 million. It is the intent of the National Library of Medicine (NLM) to procure professional services for: copy or limited cataloging of 700-848 monographs in the Slavic languages. The materials will be in a mix of Bulgarian, Czech, Moldavian, Polish, Russian, Serbian, and Croatian. The services will include applying the Anglo-American Cataloguing Rules, 2nd Edition , 2002 edition (AACR2) and the Library of Congress Rule Interpretations (LCRIs) to descriptive cataloging and verification of name/series access points in the online authority file, assigning NLM Medical Subject Headings (MeSH) descriptors and assigning class numbers to each monograph using the NLM Classification or the Library of Congress classification schemes. The work shall be performed off-site and requires remote access to the Voyager integrated library system via the Internet. The period of performance is for one base year with option for one (1) successive one-year period. The initial period of performance is anticipated to begin on or about September 29, 2003. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Request for Quotations (RFQ) Number NLM 03-213-UHP will be available on or about September 8, 2003. Request for RFQ-NLM-03-213-UHP may be obtained by writing to the National Library of Medicine, Office of Acquisitions Management, 8600 Rockville Pike, Building 38A, Room B1N20, Bethesda, Maryland 20894; Attention: Uyen H. Phuong, Lead Purchasing Agent. Facsimiles WILL NOT BE ACCEPTABLE. All responsive sources may submit a proposal which will be considered by the NLM. NOTE: THIS MODIFICATION IS TO DELETE ROMANIAN LANGUAGE IN THIS REQUIREMENT.
