**************************************************************** NOTICE OF PRE-PROPOSAL CONFERENCE/SITE VISIT (a) A pre-proposal conference/site visit will be conducted at Kirtland AFB New Mexico, Hangar 1000 on 30 September 2003 at 9:00 A.M.. Participants are to enter Kirtland AFB NM via the Truman Gate and assemble in the parking lot of Hangar 1000 between 0830 and 0900 (refer to the map provided). Participants MUST be escorted to Hangar 1000 and remain under escort for the remainder of the tour. (b) Submit the names of all attendees to Mr. Jerry Strubbe at email jerry.strubbe@randolph.af.mil and Ms. Debbie Aguirre at email debbie.aguirre@randolph.af.mil prior to 24 Sep 2003 this information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. (c) Offerors are requested to submit questions to the point of contact noted above not later than 24 Sep 2003. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. (d) This will be the ONLY opportunity to visit the site prior to submitting a proposal. DRAFT SOW EXPECTED TO BE RELEASED ON OR ABOUT 10 SEP 2003 **************************************************************** Requirement. This acquisition will not utilize FAR part 12. This acquisition is for non-personal services necessary to provide aircraft maintenance in support of the flight crew training mission of the 58th Special Operations Wing (SOW) at Kirtland Air Force Base (AFB) NM. Services include aircraft on-equipment maintenance, on-equipment engine maintenance and limited support equipment maintenance on six (6) UH-1 and (13) HH-60 aircraft at Kirtland AFB. The service provider shall maintain service, ground handle, launch, recover, inspect, and repair all unit assigned aircraft, engines, and associated mission support equipment in order to meet flying training, medical evacuation, search and rescue and aircrew/instructor qualification/currency requirements. In addition, the service provider shall also provide off-station aircraft recovery support for UH-1 and HH-60 aircraft at Kirtland AFB. Furthermore, the service provider shall provide aircraft corrosion prevention, custodial services and perform minor facility upkeep on Government provided facilities the service provider and service provider employees occupy. The Government will provide off-equipment maintenance, on-equipment structural maintenance, and support equipment maintenance/calibration support for the UH-1 and HH-60 aircraft at Kirtland AFB via host units and Government depot-level maintenance. Air Force Material Command?s 377th Air Base Wing is the host unit at Kirtland AFB and the 58th SOW is a tenant. Possibility of functional check flight (FCF) services; aircraft wash for static displays at base air park; and aircraft washes for all aircraft assigned to 58th SOW at Kirtland AFB being included in this requirement. Period of Performance. The mobilization period at Kirtland AFB will be 2 Mar 2004 ? 31 Mar 2004 and the basic period of performance for full operation and maintenance will be 1 Apr 2004 ? 30 Sep 2004. In addition to the basic period, the Government intends to include four (4) 1-year option periods with an additional 6-month option to extend services beyond the contract period. The Government intends to issue an unrestricted solicitation (Full and Open) solicitation; however, it reserves the right to make this a Small Business (SB) set-aside based on the interest and technical capabilities received from SB concerns. Under an unrestricted solicitation, large businesses will be required to submit a subcontracting plan with their proposal using electronic mail. All interested business concerns shall as early as possible indicate interest in this acquisition by providing the company name, mailing address, phone number, and electronic mail address to the contracting office. Finally, all prospective offerors, including small businesses, shall provide their last three fiscal years? financial statements and any other information relative to FAR 9.104-1 to facilitate a preliminary responsibility determination. Small Business Set-Aside Determination. The Government reserves the right to consider a small or small disadvantaged business set aside based on responses to this notice. In order for the Government to make a SB set-aside determination, it is requested that SB concerns provide sufficient written information supporting their capability to perform. This information should as a minimum include (a) degree of experience in flight-line maintenance of the aforementioned helicopters (b) past corporate and Government contracts with references and points of contact. Provide this required information via electronic mail. For purposes of this acquisition, the North American Industry Classification System (NAICS) is 488119. The business size standard is $6 million. Small, Historically Underutilized, and Women-owned businesses are encouraged to submit a proposal. The draft solicitation will be issued to industry on or about 9 Sep 2003. Estimated solicitation release date is 13 Oct 2003. Proposals due approximately 12 Nov 2003. Personnel and facility must have a secret clearance. Perspective Offerors must have the financial backing to defray mobilization and operating cost for approximately sixty (60) to ninety (90) days. Internet and e-mail capabilities are a must!
