Description
The Office of Indian Education Programs invites interested responsible parties to submit a proposal to conduct required compliance monitoring and evaluation at Bureau of Indian Affairs (BIA) funded schools in 24 Education Line Offices throughout the country. The BIA must ensure that each agency/area program is under the supervision (including programs administered by grant and contract schools) and meets the educational standards and requirements of IDEA???97 and NCLB in providing educational programs for all children. The compliance monitoring and evaluation is a legal general supervision responsibility of P.L. 105-17 and P.L. 107-110. Monitoring is the primary accountability mechanism through which the BIA ensures that all agencies/areas within its jurisdiction provide special education and related services in compliance with P.L. 105-17, the re-authorized Individuals with Disabilities Education Act (IDEA). It is anticipated that a one-year contract with two one-year options will result from this solicitation. All interested parties should submit a request for a copy of the solicitation and state if they are a large/small/small disadvantaged/woman owned business. This solicitation, RMK0E030077, will be issued to interested offerors on September 16, 2003 with proposals due on October 15,2003. The North American Industry classification (NAICS) code is 611710 and the business size maximum is $12.0 million. The proposed contract is unrestricted. Award will be based on lowest responsive overall acceptable proposal, as submitted by a responsible offeror & ability to provide all the requirements within the solicitation. Pricing will include all charges/fees. Proposals will be submitted in writing and signed by an individual with the authority to bind their respective company, electronic submissions via fax are acceptable. Please limit proposals to 10 pages total. Proposals will be accepted until 4:00 p.m. (Mountain Standard Time), October 15, 2003.
