Description
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase and requests quotations for the following Range Simulator System. The Range Simulation System is needed for testing RF Sensors used in weapons systems. The primary use is to simulate ground approaches and air encounters. The system, at a minimum, is defined as the RF processing portion of a final testing configuration. The RF system will receive an external RF signal, process the signal to simulate a velocity, height (or distance from target), and target reflectivity, and output the signal back to the original source. In order to achieve this end, the following characteristics are necessary for the system: (1) the residual delay in the system must not exceed 12 ft. The delay must be adjustable in a minimum of 1 ft increments, from 0 to 150 ft. (2) The attenuation in the system must be selectable in 1 dB increments. This adjustable attenuation must range between 0 and 128 dB. (3) Doppler shifting of the processed signal must be possible. The Doppler shift must range from 0 to 100kHz. Both positive and negative Doppler shifting is required. (4) The RF system should operate over a wide range, ideally 1 to 18 GHz. (5) The system bandwidth must be no less than 300 MHz. (6) The simulator system will be able to communicate via an external digital interface that is capable of being controlled by an external PC and an off the shelf test oriented program such as LabView, VEE, and/or MATLAB. A GPIB interface is desirable. (7) The simulator system will be housed in an enclosure that does not require rack mounting. The three characteristics, delay, attenuation, and Doppler shift, are used to simulate approach towards a target. Test methods generally involve holding two of t he three characteristics constant while varying the third. The ability to test in this manner is required. The ability to simultaneously change two or more of these characteristics is desirable. The warranty unit shall include a 12-month warranty against manufacturing defects. Quantity: One, delivery: Six months delivery date is required. The NSWCDD, Dahlgren Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies WILL NOT be provided. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded all amendments. This item will be acquired using the Simplified Acquisition Procedures. All items will be priced FOB Destination, Dahlgren, Virginia. DOD will no longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) data base. Registration may be done by assessing the CCR Web site at http://www.ccr.gov.
