Description
The Fleet and Industrial Supply Center, Puget Sound has a Sole Source requirement to INVENSYS Building Systems or authorized dealer representative for Commanding Officer, Naval Ocean Processing Facility, Whidbey Island, WA for the refurbishment of pneumatic ventilation actuators. This requirement is to retrofit (R&R) pneumatic actuators with DDC actuation with DDC actuation for AHU?s 1 through 7. Included are the outside air, return air, exhaust air, and the three way control valve actuators and necessary linkages. Also included are the actuators for AHU?s 1 & 2 and AHU?s 3 & 4 emergency duct crossovers. Each system requires the following: six damper actuators; adjust and test damper and valve close off pressures; program InVue software and generate graphic screens; verify correct sequential operations; complete re-commissioning of the DDC system to include all AHU?s, the heat recovery unit, all VAV controllers and the chiller plant with computerized block programming diagrams; complete point by point software and hardware check; calibrate sensors and outputs as needed; provide a deficiency list with suggested repairs/replacements and provide system design suggestions for each piece of equipment. Mechanical/Refrigeration expert perform a mechanical test and inspection procedure for each AHU, HRU, and chiller plant. The EXISTING Environmental Control (Air Conditioning) System is an INVENSYS Building Systems product. Software Programming and process required must be accomplished by INVENSYS Building Systems Rep. InVue is a proprietary software designed by Invensys Building Systems INC. Access to front-end software codes for development of programming Controls and Graphics is only available to INVENSYS and their authorized dealer representatives. The procedures FAR Part 12, Commercial Acquisitions will be utilized. The Government foresees a firm fixed price supply type contract. Required Delivery Date is 15 January 2004. Material will be shipped to Naval Air Station Whidbey Island FOB Destination. This notice of intent is not a request for competitive proposals. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
