- NAICS Code: 511120 The U. S. Environmental Protection Agency (EPA), intends to negotiate on a sole source basis under the authority of FAR Part 6.302-1 with Elsevier Science for journal subscriptions. This requirement for the National Risk Management Research Laboratory is needed for the development, collection, evaluation and distribution of the highly specialized scientific research being conducted at the Ground Water and Ecosystems Restoration Division (formerly Subsurface Protection and Remediation Division), and to support the various scientific disciplines performing research related to the subsurface. The journal subscription's renewals shall run from January 1, 2004 thru December 31, 2004. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of supplying these types of journals. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date will be prior to January 1, 2004. See numbered Notes 22 and 26.
