- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is being issued as a Request for Quotations (RFQ). This is a brand name equal synopsis/solicitation. The item being procured is an Tektronix model 371 B high current Transistor Curve Tracer or equivalent. The salient characteristics for the Transistor Curve Tracer (TCT) are the following: The TCT shall produce current versus voltage plots of transistor characteristics on a self contained Cathode Ray Tube (CRT) display. Internal semiconductor memory shall allow storage of 80 digitized characteristic curves. A self contained disc drive shall accommodate recording of the plots on 1.44 MB 3 ?? floppy discs. An IEEE 488 General Purpose Interface Bus (GPIB) parallel bus connection shall be provided for communication with external computer equipment. A high voltage mode shall be provided allowing testing of off characteristics of semiconductor devices such as MOSFETs, JFETs and Diodes up to 3000 Volts. A high current pulsed current mode shall allow on characteristic testing at up to 400 Amps and 3000 Watts. The TCT shall allow comparison on screen between a live measurement and a measurement which has been stored in memory. A dot cursor shall provide direct screen readout of voltage, current or DC beta at any point. A Function line cursor shall provide screen readout of a slope or intercept value. The TCT shall have a sweep measurement mode which will allow generation of a family of curves using low duty cycle pulses to minimize heating of the device under test. Power Cord, Rolling Cart, Operators Manual, and 4 adaptors to connect patch panel to remote device under test shall be included. **NOTE TO PROSPECTIVE OFFERORS: IF PROPOSING AN EQUAL ITEM, OFFEROR MUST INCLUDE ADEQUATE INFORMATION FOR THE GOVERNMENT TO EVALUATE WHETHER OR NOT THE ITEM MEETS THE STATED SPECIFICATIONS** The provisions and clauses in the RFQ are those in effect through FAC 01-15. The NAICS Code and the small business size standard for this procurement are 334515 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Glenn Research Center is required within 6 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9 Offers for the items(s) described above are due by Friday September 12, 2003 4:30 local time and may be e-mailed, faxed or mailed to NASA Glenn Research Center Attn: Timothy M. Bober 21000 Brookpark Road Mail Stop 500-306 Cleveland, Ohio 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Oct 2002), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. Consideration will be given to the factors of meeting specifications, total price, best value criteria and past performance. Other criteria requirements if so stated in the solicitation and best value will also be considered. Unless otherwise stated in the solicitation, for selection purposes, specifications, total price, and past performance are essentially equal in importance. **Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the proposal meets the Government?s requirements.** Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
