- NASA/GRC has a requirement for follow on consulting services for the NSTAR ion engine. NASA/GRC intends to purchase the items from Alphaport. This procurement is a follow on effort to an existing order with Alphaport. As part of this development effort the flight spare NSTAR ion engine was life tested at NASA JPL to >30,000 hours before it was voluntarily shutdown to obtain critical erosion/life-limiting data to mitigate risk for the DAWN mission scheduled for 2006 using three NSTAR ion engines. Alphaport did the research for the DAWN project, their expertise gained during the DAWN research makes them uniquely qualified to perform this follow on task. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9/8/03. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
