Amendment to RFP for Warehouse Management Services for USAID/Egypt Responses to questions RFP # 263-03-035A 1. Who is the incumbent contractor? Transcentury Associates is the incumbent contractor. 2. What is the current contract number? The current contract number is 263-C-00-99-00001-00 3. Can you provide historical contract cost data or must it be requested through the Freedom of Information Act (FOIA)? It must be requested through FOIA. 4. Who is the FOIA contact for this Solicitation? This information can be located at www.usaid.gov/about/foia 5. The solicitation section H.8 refers to a maximum personnel compensation of L.E. 168,088 per year, does this limit apply to the personnel selected for the 3 key positions? Section M1 requires that these individuals are resident U.S. citizens. Does this salary ceiling apply to them? Yes, the salary ceiling of L.E. 168,088 per year applies to all personnel under the contract. 6. Section C.3-6 states that USAID will be supplying a Stake bed Truck, but elsewhere in the solicitation, the contractor is required to supply a three ton truck. Is the contractor required to supply a second truck? The contractor shall provide a truck with at least three (3) ton capacity in addition to that provided by USAID to meet daily requirements; as specified in Section C, para.C.3.(a).(b).(3) 7. Does the budgetary estimates for the contract effort provided in Attachment 1 include all of the reimbursable efforts contained within the solicitation? Yes. Note: Please see page L-6 for the plug-in figure. 8. Is the staffing provided in Attachment 1 indicative of the current staffing? Yes. 9. Is it the wish of USAID that this level of staffing be provided for the entire period of the contract? Yes. 10. Section H.8, limits the maximum individual salary of personnel to that individuals current salary, unless prior approval is given by the Cognizant Contracting Officer, can you provide the current salaries of the incumbent staff? No. See response to question # 3. 11. Is there a requirement to hire local resident Americans to fill the three key positions? Yes. See response to question # 20. 12. Do any nationality requirements apply to any positions? The Government of Egypt requires that other country nationals (other than Egyptians) be issued a work permit by the Ministry of Interiors which will be the responsibility of the contractor. USAID will provide the supporting documentation (the signed contract between USAID & the contractor). 13. Does the L.E. 163,088 ceiling on reimbursable base salaries apply to all employees regardless of nationality? Yes. 14. Would an unanticipated work-load increase affect the amount of the fixed fee? No. The contract would need to be amended to increase both the Total Estimated Cost and the fixed fee if additional work were to be ordered by the Contracting Officer. 15. Is the cost for the required annual or semi annual, as applicable, medical certificate reimbursable? Yes. 16. Since the type of the contract is cost plus fixed fee, will we be reimbursed for the dollar salaries of the US citizens at the current exchange rate in Egyptian Pounds? Salaries paid, invoiced & reimbursed will be in Egyptian Pounds regardless of the current exchange rate. 17. Are there personnel working with the warehouse management personnel in addition to those listed who are not funded through this contract? If so, to whom do they report and under which contract are they compensated? The CTO (a USAID employee) works with the warehouse management personnel in the capacity of the Contracting Officer’s Technical Representative; as well as working as the Supervisory General Services Officer. In addition to those offices and agencies listed in section C, who are paid separately under their contract to the USG, the following offices and agencies work with the warehouse management personnel in the course of providing support to the mission and its assigned personnel: security guards (AMEMB/RSO), USAID/FM (financial transactions), CIB (commercial bank used during disposal sales), ABB-Susa (coordination and direction for residential property make readies and furnishings). 18. Will the warehouse management supervisor be expected to manage the work of anyone other than those funded by this contract? The warehouse management supervisor may be expected to manage the work of vendors, if any, contracted by USAID and/or subcontractors, if any. Examples include upholstery and drapery vendors paid by USAID. 19. Are the costs for the required physical exams reimbursable? Yes. 20. Are the three key positions restricted to US citizens? Yes the three key positions may be filled by U.S. Citizens or U.S. resident aliens. 21. Is the insurance requirement for warehoused goods or only goods in transport or both? The warehouse & the goods are insured by the US government, however, it is the responsibility of the contractor to reimburse USAID for the loss, partial damage or complete damage of any USG property caused intentionally by contractor employees or by contractor negligence. When transporting goods within or outside the perimeter of the warehouse, contractor’s workers should exercise caution as the contractor will be held accountable for the safety of the goods in transport within or outside Cairo. In case of partial or complete damage or loss of any of the goods due to contractor negligence or intentionally by contractor employees, the contractor will reimburse USAID for the damaged or lost item. 22. Are the costs for the buildings covered elsewhere and is insurance for contents covered? The warehouse and all its contents, being part of the USAID property in Egypt is insured by the USG. See response to question # 21. 23. Is the fixed fee a percent of the costs? No. 24. Who sets the percentage value? The fixed fee is set during the negotiation of the contract. 25. What is the current figure of the fixed fee? A FOIA request should be placed for the above question. 26. Is the percentage (fixed fee) applied to annual costs (that will vary throughout the life of the contract)? It is customary to bill the fixed fee on a percentage of cost basis, not to exceed the fixed amount of fee awarded under the contract. 27. Please verify the following statement: the estimated costs provided by the winning contractor will be used to obligate funds in the budget. The contractor may submit for approval increases to those estimated costs during the life of the contract due to actual cost increases. The total cost obligated under the contract may not be exceeded. 28. Please clarify question number b-3.f on page b-1 that states; “funds obligated hereunder are anticipated to be sufficient through________” This will be completed by the offeror during contract negotiation. These are the answers to all of the questions received. Please prepare your proposals accordingly.
