- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. EMV-2003-RQ-0046, issued as a Request for Quotation (RFQ) is for the purchase of an on-line, three-phase, solid-state, uninterruptible power system (UPS), to include startup services, customer training, and two preventive maintenance visits. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular No. 2001-15, dated 07/24/03. This procurement is issued on a total small business set-aside restricted basis, NAICS Code 335311/small business size standard is 750 employees. Only one award will result from this solicitation via the issuance of a firm-fixed-price simplified acquisition order(s). The UPS is req'd to be delivered, FOB Destination, to FEMA, Mt. Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Bluemont, VA 20135, which is also the place of inspection & acceptance. The Gov't will be responsible for transporting the UPS from the Gov't warehouse to the final location and installing the unit there. The successful Contractor shall be responsible for ensuring the unit has been properly installed, starting the unit up, then performing extensive tests to ensure it is operating properly. Gov't desires delivery w/n 30-60 days (or sooner) after receipt of order. The following item is to be provided: ITEM 1. 1 EA UPS which operates utilizing the existing power distribution system to provide a high quality, reserve source of power to electronic equipment loads. The system shall consist of a converter (rectifier/charger), system battery, solid-state inverter and automatic static bypass transfer circuit. The successful Contractor shall also be required to perform startup services, customer training and preventive maintenance/warranty services as outlined in the specifications and as explained above. MANDATORY: The proposed UPS must meet the requirements outlined in the specifications (which will be provided via email upon request). The successful Contractor must be capable of providing Top Secret cleared employees in order to perform the startup, preventive maintenance, and any required warranty work. It will be the responsibility of the Contractor to provide evidence (as a part of the offeror's response) of the capability to provide Top Secret cleared personnel. EVALUATION: The Gov't will make award basis of lowest overall evaluated price of quotes meeting or exceeding the acceptability standards for the non-cost factors (i.e., lowest cost/technically acceptable). In order to be technically acceptable, the Contractor must provide the UPS as detailed in the specifications, be capable of providing Top Secret cleared personnel, and the Contractor must provide references to support the firm's capability to deliver a quality product and to provide the required services. Offerors are to submit three recent sources that can verify past performance of a similar item of comparable dollar value (include current point of contact and telephone number of each source). DESCRIPTIVE LITERATURE (reference FAR 52.214-21): Failure of an offeror to submit descriptive literature for their proposed product will result in that product being rejected from further consideration. Further, descriptive literature which fails to show that the proposed product complies w/the specification requirements will result in the rejection of that product. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" w/their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions--Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items," 52.219-6 "Notice of Total Small Business Set-Aside," 52.222-19 "Child Labor--Cooperation with Authorities and Remedies," 52.222-21 "Prohibition of Segregated Facilities," 52.222-26 "Equal Opportunity," 52.222-35 "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era," 52.222-36 "Affirmative Action for Workers with Disabilities," 52.222-37 "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era," and 52.225-1 "Buy American Act--Supplies," 52.232-34 "Payment by Electronic Funds Transfer--Other than Central Contractor Registration." The aforementioned provision and clauses can be accessed electronically at http://www.arnet.gov/far and http://www.gsa.gov/far. Due date for receipt of responses to this RFQ will be COB (3:30 PM, EST) 09-19-2003 to FEMA, MWEOC, 19844 Blue Ridge Mountain Rd., Bluemont, VA 20135, ATTN: Mrs. Sandi Nixon, Bldg. 413 or electronically to sandra.nixon@fema.gov (electronic is preferred). RFI's regarding this RFQ are to be addressed to Mrs. Nixon at PHONE 540/542-2303, FAX 540/542-2632 or electronic mail. Technical and/or administrative questions must be received by Mrs. Nixon NLT 5 business days following the publication date of this notice and may be fax'd to the number shown above or sent via electronic mail. Again, it is the responsibility of interested offerors to contact Mrs. Nixon and request a copy of the specifications. Without the required specifications, offerors will not be able to submit a response to this solicitation. Amendments to this RFQ will be published in the same manner as the initial synopsis/solicitation.
