Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Solicitation number DAAH01-03-T-1135 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiti on Circular 2001-15. This procurement will be procured on a small business set-aside basis, NAICS Code 511210, Business Size Standard $21 million. The acquisition is for these items. CLIN 0001, Software, Licensing, Installation, Training (NTE 250 indivi dual users); CLIN 0002, Technical Support/Customization NTE 500 hours; CLIN 0003, Software Maintenance, Base Year; CLIN 0004, Software Maintenance Option Year I; CLIN 0005, Software Maintenance Option Year II; CLIN 0006, Software Maintenance Option Year II I; CLIN 0007, Software Maintenance Option Year IV. Effort to be performed in accordance with the Statement of Work (SOW) entitled AMCOM EXPRESS NET 1. BACKGROUND: The U. S. Army Aviation and Missile Command (AMCOM) Acquisition Center is vested with the responsibility for developing, implementing and executing a comprehensive Advisory and Assistance Services replacement program for the current Omnibus 2000 (02K) program. Under the current program, over 350 task orders have been awarded during a three ye ar period for various mission support services requirements generated by AMCOM and its customers. The AMCOM Expedited Professional and Engineering Support Services (AMCOM EXPRESS) Program will provide a contractual mechanism for advisory and assistance sup port services contracting upon expiration of the Omnibus 2000 Program. Task orders awarded under the EXPRESS Program will be competed between multiple prime contractors within at least three predetermined domains. Task ordering under the EXPRESS Program is planned to begin during 4th Quarter, FY 2004. OBJECTIVE: The objective of the AMCOM EXPRESS NET is to in corporate commercial e-commerce technologies to automate the entire task ordering process, from customer request to task order closeout, in a secure web-based environment. The system shall enable a paperless contracting functionality between the requireme nts community (AMCOM, Program Executive Officers, and Other Customers), program contractors, and the government contracting office. Anticipated results include reduction in acquisition lead time, reduction in duplicative inputs, automation of reporting, m etrics tracking and improved customer service. The system shall provide a reliable medium for handling a large number of customers and task orders simultaneously and facilitate management of multiple program contractors. 3. SCOPE: 3.1 The contractor shall provide a comprehensive software product providing paperless e-commerce contracting capabilities in a secure web-based environment. Functionalities shall include customer task order requirements generation, task order solicitation, proposal submiss ion by program contractors, government proposal evaluation, task order award, task order administration, invoicing, status monitoring, collection of task order data, metrics extraction and reporting. The contractor shall provide customization of the softw are product to reflect EXPRESS program requirements. 3.2 The contractor shall provide all software licenses and data rights, not otherwise provided by the government, necessary for successful deployment of the system. 3.3 The contractor shall install, test and deploy the software product on existing AMCOM hardware located at Redstone Arsenal, Alabama. 3.4 The contractor shall provide on-site user training to customers, contracting office personnel and program contractors (not expected to exceed 250 total individual users). 3.5 The contractor shall deliver user manuals tailored for EXPRESS Net customers, contracting office, and program contractors. Manuals shall be reproducible by the Government. 3.6 The contractor shall provide software maintenance. 3.7 The contractor s hall provide technical support on an as required basis. Technical support may be required to improve system functionality. The contractor shall correct design related defects occuring within a one-year period at no additional cost to the government. 3.8 The contractor shall comply with AMCOM standards for communications, security and network access. All activities requiring access to AMCOM systems shall be coordinated with the COR. Coordination with AMCOM Corporate Information Center (CIC), Garrison D irectorate of Information Mangement (DOIM), and support contractors will be facilitated by the COR. 3.9 Within 10 days of contract award, the contractor shall provide an implementation plan for government approval detailing implementation procedures and a schedule for each phase of implementation, i.e. site visits, customization, installation, testing, deployment, training and delivery of user manuals. The contractor shall specify appropriate management personnel and points of contact for the effort. Th e contractor shall coordinte necessary changes to the implementation plan with the COR. 3.10 Documentation shall be provided in hardcopy and electronic format compatible with Microsoft Office 2000 applications and shall not include prohibitive copyright s. 4. SECURITY: Access to restricted areas, sensitive information or equipment by contractor personnel will be limited to U.S. Citizens who have been the subject of a favorably completed National Agency Check with Local Agency Check and Credit Check (N ACLC). PROPOSAL SUBMISSION REQUIREMENTS: Functional Capabilities: Describe the capabilities of the proposed solution as they relate to the requirements of the SOW paragraphs 3.1 through 3.10. Describe the level of customization required to meet the SOW requirements. Provide an implementation schedule and approach for each SOW requirement reflecting capability to successfully implement task ordering NLT 1 Jul 04 assuming contract award by 1 Oct 03.Address requirements for government/user equipment and/or software: Identify the type of platform required (i.e. Unix, Windows 2000, Windows NT); application disk space required; data base size; user hardware/software requirements; and specialized training required for government technical personnel (hardware an d applications). Clearly identify any exceptions to SOW requirements. Past Performance: Provide descriptive information on at least one same/similar effort including a customer POC. Pricing: Identify the overall proposed price for each CLIN. Separatel y identify any costs not included in the software solution pricing, i.e. licensing, customization, training, maintenance, technical support, travel. Identify any operating, maintenance and/or licensing costs for outyear ownership. Delivery and final acc eptance is on or before 1 July 2004. FOB Destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, ap plies to this acquisition. The provision at FAR 52.212-2, Evaluation -- Commercial Items applies to this acquistion with the following evaluation factors inserted in paragraph (a): Functional Capability, Past Performance, and Price. Functional Capabilit y and Past Performance, when combined, are significantly more important than Price. Therefore, award may be made to other than the low offeror. The offeror shall complete and submit FAR 52.212-3 and DFARS 252.212-7000, Offeror Representations and Certifi cations--Commercial Items, with its off er. FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following FAR clauses cited in 52.212-5 are applicable: FAR 52.219-9, FAR 52.219-14, FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, and 52.222-37. The provisions at DFARS 252.209-7001 and DFARS 252.212-7001 applies to this acquisition. The following DFARS clause cited in 252.212-7001 is app licable: 252.225-7001. The following clauses apply to this acquisition FAR 52.232-33, Payment by Electronic Fund Transfer (CCR), DFARS 252.204-7004, Required Central Contractor Registration, 52.0239-4700, Year 2000 Warranty-Commercial Supply Items, 52.023 9-4702, Requirement for Information Technology to be Year 2000 compliant. Clauses 52.239-4700 and 52.239-4702 are AMCOM local clauses. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability o n the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
