- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. EMV-2003-RQ-0028, issued as a Request for Quotation (RFQ) is for the successful Contractor to provide and install an Federal Aviation Administration (FAA) approved and certified Automated Weather Observing System (AWOS) model AWOS III P/T/Fz (latest version) in accordance with the Statement of Work below to include all necessary materials, labor, equipment including field-testing, quality control, as-built drawings, operations and maintenance manuals, and training. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular No. 2001-15, dated 07/24/03. This procurement is issued on a non-restricted basis, NAICS Code 334511/small business size standard is 750 employees. Only one award will result from this solicitation via the issuance of a firm-fixed-price simplified acquisition order(s). The AWOS is required to be delivered and installed, FOB Destination, to FEMA, Mt. Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Bluemont, VA 20135, Loudoun County, which is also the place of inspection & acceptance. The successful Contractor shall be responsible for ensuring the AWOS has been properly installed, and performing extensive tests to ensure it is operating properly. Gov't desires installation completion within 120 calendar days after approval from FAA. The following are the five line items to be quoted on: Line Item 1. AWOS, model AWOS III P/T/Fz (latest version); Line Item 2. AWOS manufacturer?s recommended spare parts; Line Item 3. Training for AWOS; Line Item 4. Maintenance; Line Item 5. Rock Excavation (estimated 10 cubic yards). The following is the Statement of Work for the AWOS: The Contractor shall provide all necessary materials, labor and equipment, including field-testing, quality control, as-built drawings, operations and maintenance manuals, etc. as outlined in the contract documents to provide and install an Automated Weather Observing System (AWOS III P/T/Fz) (latest version), type certified under FAA Ac 150/5220-16C to support an instrument approach procedure for Helipad A4. Work required in this contract is identified in this Statement of Work and Specifications. The drawing provided is for informational purposes only. AWOS shall be in accordance with FAA ADVISORY CIRCULAR 150/5220-16 (LATEST REVISION), Automated Weather Observing Systems (AWOS) for Non-federal Applications and Order No. 6560.20 (latest edition). The AWOS requirements shall meet or exceed a system comparable to an AWOS III P/T/FZ (latest version). FAA APPROVAL. Prior to installing a Non-Federal Application AWOS, the Contractor shall accomplish the following: a. Complete FAA Form 7460-1, Notice of Proposed Construction or Alteration, b. Submit the form to the regional FAA office for approval, c. Once FAA has approved AWOS location, complete and submit the VHF license application to the FCC (FCC Form 601). Once FAA Form 7460-1 approval is obtained, period of performance for installation of AWOS shall be 120 calendar days. Web access with IP address and password will be required. Contractor shall feed weather data to an existing on site television broadcast station. The on site location for installation of the AWOS is the Federal Emergency Management Agency Mt. Weather Emergency Operations Center,19844 Blue Ridge Mountain Road, Bluemont, Virginia 20135, Loudoun County. The Contractor shall supply the necessary test equipment to maintain the AWOS weather sensors according to manufacturer's FAA approved maintenance plan. This test equipment includes all standards as specified in the AWOS manufacturer's Operation and Maintenance Manual. The Contractor shall provide manufacturer?s minimum recommended spare components necessary to restore the AWOS to service following a malfunction. The Contractor shall provide a one (1) year maintenance agreement that begins on the date of FAA commissioning. The maintenance agreement shall include all required inspections as defined by the AWOS manufacturer and all service required to restore the AWOS to service following a malfunction. Subsequent maintenance agreements will be awarded under separate order. The AWOS is a modular system utilizing a central processor which may receive input from several sensors. The weather sensors provide the following observations: Dual-pressure sensors that measure pressure and report altimeter setting to the pilot, Sensors to measure wind data (Speed, direction, and gusts), Air Temperature and relative humidity sensor, Visibility sensor, Cloud-height sensor, Precipitation identification sensor, Thunderstorm/lighting reporting capability, Present Weather sensor, Freezing rain sensor, Day/Night sensor. The output of the AWOS is reported by a computer-generated voice, which is transmitted to pilots over the voice output via a discrete VHF transmitter. The transmitter shall be continuous or may be a 3-minute broadcast triggered by three clicks of a pilot's microphone on the AWOS broadcast frequency (if the AWOS broadcasts over a VHF discrete frequency radio). AWOS messages shall be offered via a telephone dial-up service. VHF radio antenna shall be placed on the sensor antenna platform. The AWOS shall be integrated into an existing date processing system that uses an IBM compatible computer with 15 inch color monitor, server, LAN/Internet, 2 Remote displays with 2 future remote displays, 7 modems. Signal transmission shall be by hard-wired telephone and/or fiber land-line data link. Location for Data Processing computer is Building 500. Remote display locations are Building 420 and Government installed area. The Contractor shall provide drawings for the AWOS with layout of all components used in this system and all utilities that serve this system. Location for AWOS is adjacent to A4 helipad as shown on attached drawing. Provide all equipment catalog data for the AWOS being installed. All construction and installation shall be by BOCA and NEC building codes. SITE WORK: The Contractor shall be responsible for the site preparation and materials for complete installation and set up of the AWOS system. The Contractor shall excavate and backfill for new AWOS concrete pads and footing/foundations piers for equipment and antenna. Stone backfill under concrete pads shall be 6" minimum of VDOT #57 with compacted soil base. Concrete shall be placed minimum of 1" above existing grade. The Contractor shall construct steel reinforced concrete pads and footing/foundation piers for all AWOS Equipment. Concrete specifications (short) for new concrete pads and footing/foundations shall be 0.45 Water, 4000 PSI, 2" - 4" slump, fiber reinforcing, broom finish and concrete sealant. Steel reinforcing for the concrete shall be designed by the Engineer for the installation of all equipment to be installed. The Contractor shall cut and remove sections of existing asphalt paving (removed from site) for conduit duct bank/handholes as required. The Contractor shall excavate and backfill for concrete encased conduit duct banks/handholes for electrical and communications. The Contractor shall install new handholes/pullboxes at equipment pads, road crossing and buildings, maximum of 200 ft. conduit run between handholes/pullboxes. Provide concrete encased conduit duct bank from Building 500 to new location of AWOS for electrical/communications. Minimum size of conduit shall be 2" diameter with a spare conduit for communications/signal and spare conduit for electrical service. Rock removal shall also be included as part of the excavation work. Estimated quantities of rock to be removed and the cost per cubic yard for the rock is defined in the contract specifications and listed with the Bid information. The Contractor shall provide and establish turf in all areas distrubed during construction unless otherwise noted. The Contractor shall provide asphalt patch in location of removed asphalt for conduit duct bank. The Contractor shall core drill conduit openings in exterior building wall for electrical and communication/signal conduit. All building penetrations shall be sealed weather tight. The Contractor shall provide, install breaker and connect electrical conduit and conductors from electrical breaker panel in Building 500 to AWOS electrical breaker panel. Provide, install and connect communication/signal conduit and cable from Building 500 to AWOS unit. Provide and install complete cadweld grounding system for all equipment and antenna. The Contractor shall install all equipment for the AWOS on the concrete pads and foundations. Provide freestanding antenna tower of correct height (37 feet @ 85mph wind min.) to be a platform for AWOS sensors and VHF radio antenna. Antenna tower shall have obstruction lights and lightning protection according to minimum FAA requirements. The Contractor shall provide, install and connect electrical conduit and conductors-communication/signal conduit and cable to all AWOS sensors and antenna. The Contractor shall provide, install and connect all computer hardware/software and all other equipment in Building 500 in a proper mounting rack. The Contractor shall provide a complete operational system, test all equipment and sensors. The Contractor shall provide complete O&M manuals for the AWOS. The Contractor shall provide on-site training for six people for operation and maintenance of the AWOS after completion of installation. The Contractor shall provide all test equipment and recommended spare parts for the AWOS. CONTRACT SPECIFICATIONS: The following list of specifications are attached and incorporated as a part of this Contract. Specification No. 02225 Excavation and Backfilling, Specification No. 03300 Concrete, Specification No. 16375 Electrical. CONTRACT DRAWING: The following listed drawing is attached and incorporated as a part of this Contract. This drawing is for informational purposes. Drawing No. EPS7755, Plate No. C1A, page 2 of 5, entitled "AWOS Site Plan Civil". Sources who are interested in responding to this requirement shall contact the Contract Specialist, Mrs. Stephany Bayne, via email at Stephany.Bayne@dhs.gov for a copy of the specifications for the required UPS. MANDATORY: The proposed AWOS must meet or exceed the requirements outlined in the specifications (which will be provided via email upon request). EVALUATION: The Gov't will make award basis of lowest overall evaluated price of quotes meeting or exceeding the acceptability standards for the non-cost factors (i.e., lowest cost/technically acceptable). In order to be technically acceptable, the Contractor must provide the AWOS as detailed in the statement of work and specifications, and the Contractor must provide references to support the firm's capability to deliver a quality product and to provide the required services. Offerors are to submit three recent sources that can verify past performance of a similar item of comparable dollar value (include current point of contact and telephone number of each source). Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" w/their response. Addendum to clause 52.212-4: In addition to the standard clauses, the following clause applies to this RFQ and resulting award: 52.211-18 ?Variation of Estimated Quantity.? Amendments to this RFQ will be published in the same manner as the initial synopsis/solicitation.
