Description
1.0 Plant Growth Isolation Room: 1.1 Control System: 1.1.a User Interface: Provide touch screen controller or vacuum display technology screen and water resistant keypad for data entry. Utilize simple menu-driven program method for user input. 1.1.b Graphical Display: Ensure graphical display of set point and actual chamber performance. Include such parameters as set point, alarm set point, current temperature, and the control state for refrigeration valves, damper motors, CO2 valve, etc. Diagnostic, help, and programming displays shall be available. 1.1.c Multi-Day Programming: Ensure that programs can be linked to simulate weekly, monthly or seasonal conditions. 1.1.d Security: Provide 4 levels of password protection. 1.1.e User Assistance: Provide on screen HELP as well as a user manual. 1.1.f Programmable Start-Up Delay: Ensure capacity for a startup delay to stagger activation of chambers. 1.1.g Disk Drive: Provide a floppy disk drive for expanded storage of recorded data, programs and alarm information. 1.1.h Location: Control panel is to be located within anteroom area. 2.0 Construction: 2.1 Exterior Dimensions: To fit footprint of 9'8"W x 8?0"D x 9'6?"H; 2.2 Interior Dimensions: Conditioned area to be 8?10??W x 4?6?D x 6?8?H; ADDITIVE ITEM NO. 001: Conditioned area 8?10??W x 8?D x 6?8?H 2.3 Anteroom: Provide full height anteroom measuring 9?8? W x 6?0? D. Floor to match level of growth area floor. 2.4 Provide uniform air flow . 2.5 Sub floor: Ensure stainless steel panel construction with floor drain. 2.6 Growth Area: 36 ft2 (3.3m2) minimum; Growth Capacity: 240 ft3 (6,800 liters) minimum. ADDITIVE ITEM NO. 002: Growth Area: 72 ft2 (6.6m2) minimum; ADDITIVE ITEM NO. 003: Growth Capacity: 480 ft3 (13,600 liters) minimum. 2.8 Growth Height: adjustable with a minimum of 80" (2030mm) from plant bed to lights. 2.9 Exterior Finish: Provide white enamel baked on patterned metal. 2.10 Interior Finish: Provide white enamel baked on smooth metal. 2.11 Control Panel: Configure left hand. 2.12 Panel Construction: Ensure wall panels are of woodless construction with 4" (100mm) of foamed-in-place CFC-free polyurethane insulation. "R" factor of 34 or better. 2.13 Fastening: Ensure all panels assembled from interior with cam locking type fasteners. 2.14 Main Compartment Door: Provide one (1) in-fitting 34" x 78" (865mm x 1980mm) door with inside safety release latch and cam-type self-closing hinges. Door has positive closer device, magnetic core gasket, and door stop. 2.15 Anteroom Door: Provide one (1) in-fitting 34" x 78" (865mm x 1980mm) door with inside safety release latch and cam-type self-closing hinges provides access to growth area. Door has positive closer device, thermal plastic gasket with magnetic core, and door stop. 2.16 Interlock: Provide electronic interlock between main compartment door and anteroom door to ensure both doors cannot be opened at the same time. 2.17 Germicidal lamps: Provide germicidal UV light bank in anteroom. Provide countdown timer to control lights (variable period of 2 to 4 hours). Germicidal lamps to be de-energized if a door is opened or if motion is detected inside the chamber. 2.18 Observation Window: Provide dual pane with light tight cover 14"x 14" (355mm x 355mm) in main compartment door only. 2.19 Convenience Receptacle: Provide a minimum of one, grounded, convenience receptacle located in plant growth area. 2.20 Entrance Ramp: Provide removable entrance ramp for entry into the anteroom. 3.0 Lighting: 3.1 Intensity: Ensure a minimum of 850 micromoles/m?/s measured at 6" from the lamps using 100 hour old lamps. Lamp bank or floor to be independently counterbalanced and adjustable from 18" (460mm) to 80" (2030mm) separation. 3.2 Programming and Control: Provide independent, 4 level programming of each lamp type. 3.3 Lamps: Ensure balanced spectrum for plant growth using T12 fluorescent and tungsten incandescent lamps in each fixture. 3.4 Lamp Heat: Ensure the heat from the lamps is removed by the refrigeration system. 3.5 Ballasts: Ensure unimpeded accessibility to the ballast compartment. 3.6 Switching: Ensure ballasts and incandescent lamps energized and de-energized by solid state devices. 4.0 Temperature Control: 4.1 Range: Provide +10?C to +40?C with lights ON; +4?C to +40?C lights OFF. 4.2 Control: Ensure ?0.5?C, at control point. 4.3 Provide Temperature Safety Limits: Primary: A programmable high and low temperature limit tracking alarm that automatically follows the programmed set point. Secondary: An independent, high and low temperature limit is also provided for increased assurance. An audible alarm is standard for both limits. Activation of safety limit set points turns off power to the chamber. 4.4 Control Components: Ensure all components utilized for temperature control such as refrigeration solenoids and electric heaters are energized and de-energized by solid state devices. 4.5 Sensing Device: Provide shielded, aspirated sensing device located in the growth area to direct a continuous sample of chamber air over the remote sensors for accurate controlling and recording of temperature, unaffected by lamp radiation. 5.0 Refrigeration: 5.1 Methodology: Provide remote outdoor air-cooled condenser or condensing set complete with all weather housing, low ambient operation controls and low noise level operation. The connecting refrigeration and electrical lines will be provided by the Government. 5.2 Condensing unit must fit within foot print of space available or be remote located. 5.3 Refrigeration Circuit: Provide electromagnetic 3-way proportional valve or extended stem solenoid valves to modulate the heating and cooling functions of the chamber. 5.4 Evaporator: Ensure copper-tubed construction/aluminum fin. 5.5 Refrigerant: Ensure condensing unit is charged with CFC-free refrigerant. 6.0 Interior Conditioning Compartment: 6.1 Location: Ensure a separated conditioning compartment is located within the growth chamber. This compartment shall contain all motors, fans, valves and evaporator coil. Ensure uniform air flow is required. 6.2 Fresh Air: Ensure adjustable, filtered fresh air supply of 50ft?/min (2.83m?/min) is conditioned prior to entering the growth area. 6.3 HEPA Filter: Provide High Efficiency Particulate Air filter on exhaust air. Utilize true-HEPA technology. 6.4 Negative Air Pressure: Ensure negative air pressure from ambient room air to anteroom, and from anteroom to growth chamber area. 6.5 Fresh Air/Exhaust Dampers: Mechanically and electrically operated to ensure damper closure upon power failure. 7.0 Humidity Control: 7.1 Range: Provide up to 90% RH lights OFF and 85% RH lights ON, limited by a +25?C maximum dew point. Additive humidity will be supplied through use of spray nozzles controlled by the main controller. Controller will use a dry humidity sensor to directly measure humidity in %RH. Deionized water at a maximum flow rate of 7 liter per minute and a maximum pressure of 20 psig will be supplied. Spray nozzles shall be fed via a reservoir and pump system which can supply a minimum of 60 psi (4.2 bar). Maximum water usage to maintain specified levels is 8 liters/hr. 8.0 Utility Requirements: 8.1 Electrical Service: Unit to be configured to operate on 120/208 volt, three phase, 60 cycle power, four wires plus ground. Remote condenser configured to operate on 208 volt, three phase, 60 cycle power, three wires plus ground. 8.2 Drain: Ensure floor drain is provided within footprint of room, and that gravity drain is provide to a single location on the perimeter of the room. 9.0 Manufacturing and Safety Standards: 9.1 Electrical Certification: Chamber must be provided with product certification to UL Standards by a Nationally Recognized Testing Laboratory. Proof of product certification must be provided. 9.2 Quality Standards: Manufacturer to ensure a Nationally Recognized quality program is used in the order, design and manufacturing processes. Proof of quality program must be provided. 9.3 Warranty: Manufacturer provide a 24 month warranty against defects in materials and workmanship. 9.4 References: Provide a minimum of three references from similar custom chambers. 10.0 Installation: 10.1 Not in contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional included in this notice. This announcement constitutes the only solicitation; proposals are begin requested and a written solitation will not be issued. The solicitation no. RFP50-95CV-03 is issued as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The NAICs code is 339111.
