- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. *** PURPOSE: NIST intends to investigate capabilities of commercially available explosive detectors based upon ion mobility technology, so intends to purchase three (3) systems from three (3) different manufacturers. *** This solicitation seeks quotes for NEW equipment only; the Government will not consider quotes for refurbished equipment. Offerors may quote one or multiple models. Accordingly, up to three (3) separate Purchase Orders may be issued. *** The solicitation number is SB1341-03-Q-0865. The solicitation is issued as a request for quotation (RFQ). *** The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15 (http://www.arnet.gov/far/). *** This solicitation is being conducted on an unrestricted competitive basis. *** The NAICS code for this solicitation is 334519, and the small business size standard for that NAICS code is 500 or fewer employees. *** The list of contract line item number(s) and items, quantities and units of measure are as follows: ITEM NO. 0001: Explosives Detector A; Quantity: 1; Unit: Each. *** The detailed specifications/requirements for item number 0001 is as follows: * The detector system must be based on ion mobility spectrometry or ion trap mobility spectrometry. * The system must be capable of vapor phase and swipe-based detection. * The following analytes must be detectable: PETN, TNT, NG, RDX, HMX. Additional capabilities are not a requirement, but will add competitive value to the proposal. * Documentation must be provided regarding system sensitivity (limits of detection) to the analytes named above. * The system may be a handheld or transportable desktop model. * The system must be operable through MS Windows-compatible software to display, analyze, and record data. * Price must include on-site installation, performance tests, training, operating manuals, and a one-year warranty on all non-consumable parts. * The on-site installation & training, which would occur about 90 days after award, will involve setting up the instrument, installing software, and showing NIST personnel the proper use of the instrument. At least 30 days before installation, NIST will require from the awardee(s) a list of any special utilities that are needed to run the instrument (gas services, vacuum, power, computer platform, etc). * Performance tests (to be performed by the contractor personnel at time of on-site installation) will involve sensitivity tests, i.e., using standard materials supplied by NIST, the system will be required to detect the required analytes at levels twice the limit of detection as specified by the supplier. *** All Item Number(s) MUST be offered on an FOB DESTINATION priced basis. Delivery must be completed within 90 days after award. *** Award shall be made to the offeror whose quote conforming to the solicitation offers the best value to the Government, price and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability Factor - Meeting or Exceeding the Requirement; 2) Past Performance; 3) Price. Technical and Past Performance, when combined, are equally important to price. *** Evaluation of Technical Capability shall be based on the information provided in the quotation. Offerors shall include the make and model of the product, manufacturer sales literature or other product literature, which clearly documents that the offered product meets or exceeds the specifications stated above. Evaluation of Past Performance shall be based on the references provided and/or information provided by NIST and its affiliates. Offerors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: the name of the reference contact person and the company or organization; the telephone number and/or e-mail address of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number and/or e-mail address of the Contracting Officer, if applicable; and the date of delivery or the date services were completed. Past Performance shall be evaluated to determine the overall quality/reliability of the product and service provided by the Contractor.
