Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with Sterling Commerce, 12355 Sunrise Valley Drive, Suite 370, Reston, VA 20191. The Department of Treasury, Financial Management Service (FMS) provides users of the FMS telecommunication network (FMSnet) with technical information, specifications, and guidelines required to develop an interface plan to effect a Government wide financial management infrastructure. FMSnet supports the IBM Networking Architecture (SNA) and the router-based TCP/IP. Each customer connection is slightly different. To accommodate particular customer interests, FMS identified two file transfer utility options. Of the two options, only Sterling Commerce's CONNECT:Direct offered a peer-to-peer data integration middleware compatible with Department of Commerce accepted code that meets NIST specific architectural design requirements. The NIST requirement is for CLIN 0001, a quantity of 1, CONNECT:Direct UNIX (AIX) License and CLIN 0002, a quantity of 1, CONNECT Jump Start Services. Sterling Commerce is the manufacturer and sole distributor. Salient features and essential capabilities include (1) parallel sessions and data compression; (2) direct file-to-file transfers; (3) session establishment and session re-try; (4) execution based on time, date, and priority criteria; (5) synchronized submission; (6) checkpoint/restart; (7) unattended file transfers; (8) audit trails. A firm fixed price purchase order will be issued. Although interested parties may identify their interest and capability to respond to the requirement, in writing, THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITION. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. A Request for Quotation is not available.
