Description
The National Oceanic & Atmospheric Administration, Climate Monitoring and Diagnostics Laboratory has a requirement for a contract to operate, repair, calibrate, monitor and transfer data from a wide range of chemical, meteorological and electronic instruments at the Mauna Loa Observatory (MLO), Hilo, HI. *** The contractor will be needed for 32 hours per week (four 8-hour days for a period of performance from October 1, 2003 through September 30, 2004. *** The MLO is located on the Mauna Loa Volcano at an altitude of 10,500 feet. Driving time to the MLO is 1.5 miles each way from either Kona or Hilo. The three- hour driving time will be considered part of the eight-hour work day. The contractor will NOT be paid per diem, travel, benefits or other compensation in addition to the contracted price for the services provided. Car pool arrangements with MLO staff are available from Hilo. *** Work performed at 10,500 feet is particularly strenuous. Contractor must be able to work for sustained periods that include moving heavy objects (up to 100 lbs) and climbing towers (up to 100 feet high); therefore, experience performing equivalent tasks at high altitude is preferred. *** Skills, experience and training include Baccalaureate or equivalent level knowledge of the theories, principles and methods in an electronics professional field, with additional skills and abilities in instrumentation, atmospheric observations, and calibrations of gas and aerosol equipment acquired through at least 10 years of professional experience in the field. Training and experience in meteorology or atmospheric sciences, or prior experience with the National Weather Service or equivalent organization in an observing capacity is preferred. *** The following duties constitute the statement of work: (1) Set up and carry out a program of preventative maintenance of a wide range of chemical meteorological, and electronic instrumentation at the MLO including, but not limited to, the following: aerosol nephelometer, aethalometer, CN counter, continuous ozone monitor, Dobson spectrophotometer, CO2 monitor, CO monitor, halocarbon gas chromatograph, solar radiation instrumentation, terrestrial IR, SO2, complete suite of all meteorological variable instrumentation, flask sampling equipment, aerosol filter sampling, lidar operation radon instruments, ozone and water vapor balloon launching and tracking equipment, mercury monitoring equipment, radiation sampling filter systems, and microwave water vapor profile instruments. New experiments may result in additional major instruments being added to the inventory. (2) Troubleshoot and repair malfunctioning instrumentation. (3) Maintain an adequate inventory of spare parts for instruments and tools. Advise authorized federal ordering officials of requirements in a timely manner. (4) Set up and carry out a program of calibration of MLO electronic and gas measuring instruments. (5) Advise and instruct MLO staff on correct instrument calibration procedures. (6) Prepare gas and liquid standards, maintain mercury measurement denuder columns that require weekly exchanges and burn-outs, handle and transfer liquid nitrogen to sensors. (7) Maintain internet link to the MLO instruments and continuous site monitoring cameras. (8) Carry out "check out" operations of the observatory including time checks, routine adjustments, and checking for reliable data output and normal operations of instruments, and perform observer duties. (9) Communicate with the station chief, observatory operations chief, project leaders, and other MLO staff members, regarding problems encountered in the observational schedule, measurements and equipment. *** Responses to this solicitation/notice must be received no later than C.O.B. September 24, 2003. No separate solicitation will be issued. Responses may be submitted by fax, mail, or e-mail. All questions must be submitted in writing. *** This acquisition is being conducted under the provisions of FAR Part 12, Simplified Acquisition Procedures (NTE $100K). Technical merit criteria will be evaluated according to standards of FAR 13.106. Responses must specifically address these criteria in detail. *** The anticipated award date is October 1, 2003.
