- The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA) at the National Institutes of Health (NIH) intends to negotiate on a non-competitive basis with Ms. Meredith Fox, 1500 Massachusetts Avenue North West, Washington D.C. 20005, to continue with NIDA the service on assisting the coordinator in a variety of new and ongoing tasks related to The Women and Gender Research. Ms. Fox has gained and in-depth knowledge of the programmatic planning and coordinating drug abuse research on women?s health and gender differences; promoting and facilitating high-quality research applications in this area; information sharing within the Institute and among Ics; responsiveness to inquires from the Department, NIH Office of Research on Women?s Health (ORWH); coordinating Committee on Women?s Health; serving as chair of NIDA?s Women and Gender Research Group (WGRG), and the public; dissemination of research findings to the research community and to the public; and liaison activities with professional organizations. In order to maintain continuity of the work that has already been performed, award of a contract to any other source would result in duplication of effort and substantial expense to the Government that is not expected to be recovered through competition. Background: The Women and Gender Research Coordinator, coordinates within-Institute activities relating to research on women?s health and gender differences, serves as the NIDA representative to the NIH Office of Research on Women?s Health. The Scope of Work is as follows: 1) Using data from national surveys including the National Household Survey on Drug Abuse and Monitoring the Future, construct graphs for Power Point presentation showing sex differences in drug abuse. Provide written report highlighting similarities and differences between males and females. Update as needed when new surveys are released. 2) Update the list of NIDA grantees who conduct research on women and gender differences. This list which is currently on NIDA?s Women?s Health and Gender Differences website and has not been updated in about two years. The list will be updated and links will be provided to the grantee?s grant abstract as well as the grantee?s publications. 3) Use the NIH library utilities such as PubMed and PsychInfo to compile a list of published articles dealing with drug abuse, women?s health and gender differences. The compiled list will be created as a data base on NIDA?s Women?s Health and Gender Differences website and will be updated frequently. 4) Begin preparing NIDA?s submission for ORWH?s 2003-2004 Biennial Report to Congress. Task involves identifying NIDA-supported research articles on women and gender differences published in 2003 and 2004 and preparing brief summaries of articles. 5) Conduct literature reviews on various topics related to women, gender and drug abuse, e.g., brain imaging studies on sex differences in the effects of abused drugs, eating disorders and drug abuse in females, and safety of breast-feeding under methadone maintenance. 6) Other literature review and graph presentations as needed. The period of performance will begin in September 2003, and end in September, 2004. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) Code is 541710, and Size Standard is 500. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to be considered solely for the purpose of determining whether to conduct future competitive procurement.
