Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, supplemented with additional information included in this notice. Request for Quotation (RFQ) #0035386 is assigned and must be referenced on any quotations. This announcement constitutes the only solicitation; a written solicitation will not be issued. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAICS) Code is 33411, with a business size of 500 employees. The proposed contract action will result in a Firm-Fixed Price, one-time buy, based on a Best Value determination. The Government?s requirement is for brand name or equal commercially available, totally integrated, Sterolithography 3D Modeler SLA 5000. The system shall contain the following salient characteristics: (1) The capacity to use AutoCAD stl drawing files; (2) Achieve one .03125 inch accuracy; (3) Create solid objects that are at least 18 cubic inches; (4) Produce a material that is hard and smooth enough for painting and can accept intricate surface design detail without breakage; (5) Create finite building fa?ade architectural detail depicting windows, doorways and brick patterns which are paint ready. If quoting an equal product, the vendor shall submit detailed specifications with their quotation for evaluation purposes. The brand name of the product quoted shall be clearly identified. The evaluation of quotes and the determination to the equality of the product shall be the responsibility of the Government and shall be based on the information provided by the vendors. The purchasing activity is not responsible for locating or securing any information that is not identified in the quotation and reasonably available to the purchasing activity. To ensure sufficient information is available, the vendor shall furnish as part of their quotation all descriptive material (illustrations, drawings or other information) necessary for the purchasing activity to make a determination whether the product meets the salient characteristics. A Standard Commercial warranty is required. FOB Destination is FBI, Laboratory Building, Quantico, VA 22135. The following FAR clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items (DEC 2001); FAR 52.212-2 Evaluation-Commercial Items (JAN 1999. A ward shall be based on the best value to the government. Each offer shall include a copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (JUL 2002); FAR 214-4 Contract Terms and Conditions-Commercial Item (FEB 2002; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2001); FAR 52-215-5 Facsimile Proposals (OCT 1997). The following Department of Justice Acquisition Regulations (JAR) clauses are incorporated by reference: JAR 2852.201.70 Contracting Officer?s Technical Representative (COTR) (JAN 1985); JAR 2852-233-70 Protest Filed Directly with the Department of Justice (JAN 1998); and JAR 2852.211.70 Brand Name or Equal (JAN 1985). The full text clauses can be obtained at Web Site http://www.acqnet.gov/., full text of the DOJ clauses can be found at: http://www.USDOJ.gov All responsible vendors may submit a quotation, which, if timely received and technically acceptable, shall be considered by the FBI. The FBI reserves the right to request demonstrations. The Government shall award the contract to the responsible offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the Government. The following factors shall be used to evaluate offers (i) Technical, (ii) Past Performance, and (iii) Price. In order to properly evaluate past performance, each quote must provide names, addresses and telephone numbers of customers (please limit to a minimum of (3) three and a maximum of (10) ten references), either Government or commercial, that has received the product that is being proposed, during the past three years (this information is needed for evaluation of past performance). All quotes shall be clearly marked with RFQ #0035386 and shall be submitted to Aretha Terry, Contract Specialist, at the address mentioned above and all responses received by September 12, 2003 at 2:00 pm, EST, will be reviewed by the Government. Interested parties are hereby notified that due to security issues, no hand deliveries will be accepted. Only faxed and e-mailed offers will be considered. Quotes can be faxed to (703) 632-6427 or e-mailed to aterry@fbiacademy.edu, and those not received by the designated time and date will not be considered. Award is anticipated within one (1) week after closing. Telephone request will not be accepted.
