Description
NA 1. CONTRACT INFORMATION: Professional Services Architect/Engineer Contract are required to perform survey services on behalf of the Corps of Engineers. This requirement is being SET-ASIDE 100 PERCENT SMALL BUSINESS. This will be an IDIQ - Indefinite De livery-Indefinite Quantity contract for a period of approximately one base year with four option periods each and will commence in or about the 4th quarter of calendar year 2003. The maximum cost of this proposed contract is $1,000,000.00 per year/period . Not to Exceed 5 years or $5,000,000.00. Work will be issued by negotiated firm-fixed price. North American Industrial Classification System code is 54133 which has a size standard of $4,000,000.00 in average annual receipts. To be eligible for contra ct award, a firm must be registered in the DoD Central Contractor Registration - CCR. Register via the CCR internet site at http://www.ccr.gov. Services will be performed within the limits of the New Orleans District. 2. PROJECT INFORMATION: Such serv ices are to be accomplished through the services of qualified surveyors on various types of construction projects including, but not limited to, buildings, locks, dams, levees, revetments, jetties, and dredging. Services shall include hydrographic surveys , topographic surveys, construction layouts, quantity and measurement surveys, As-Built surveys, establishment of temporary benchmarks T.B.M's and in some cases, permanent benchmarks P.B.M's to first, second and third order accuracy as may be required. Th e firm must have the in-house capability of performing surveys using a total station and a data collector and of electronically transmitting the survey data to a microcomputer via telephone using a modem. The firm must show at least three years of surveyi ng experience including hydrographic surveying of navigable channels and have either a current land surveyor's or professional engineer's license in a state of the United States. The firm must have the in-house capability to provide a minimum of three 3-p erson survey parties, each with carryalls, land and hydrographic survey equipment. The firm must also have the in-house capability to provide one boat 18 feet minimum. The firm must demonstrate the in-house capability; staff and equipment to perform surv eys utilizing the Differential Global Positioning System DGPS and must be able to provide a minimum of one DGPS survey party. The geographic location in which these services will be performed is within the limits of the New Orleans District. Services may be required in remote places. 3. SELECTION CRITERIA: Evaluation of firm's qualifications for award will be based on the following criteria in descending order of importance, with factors 1, 2, and 3 being of equal importance: 1 Specialized Experience and Technical Competence, 2 Professional Qualifications, 3 Past Performance i.e. ACASS evaluations and letters of recommendation, 4 Capacity to accomplish the work, 5 knowledge of locality. The following secondary factors will be applied if firms are cons idered equally qualified after application of factors 1 through 5: 6 Extent of participation of SB, SBA, HBCU's and MI's in the proposed contract team, 7 location of firm and 8 work previously awarded by the Department of Defense. 4 SET ASIDE: this is b eing set aside 100% for small business. 5. SUBMISSION REQUIREMENTS: See note 24 for general submission requirements. To be considered for selection a firm must document the above qualifications and submit five copies of the SF 255 and SF 254, even if c urrently on file to the office shown above not later than the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Only documented qualifi cations will be considered for selection.
