- Description
- i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is noted that this requirement is being processed using Simplified Acquisition Procedures for Commercial Items in accordance with FAR 13.5. ii) This solicitation number is N00140-03-Q-4398 and it is a request for quotations (RFQ). iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. iv) This is an unrestricted, competitive solicitation through full and open competition. v) Prices are requested for the following five (5) line items. Offerors may submit prices for all or some of these CLINs: CLIN DESCRIPTION QTY U/I UNIT AMOUNT PRICE 0001 Sustainable Development Resource Center 12 MOS 0002 Vieques Ecosystem Mapping 12 MOS 0003 Multimedia environmental and historical 12 MOS resource library. 0004 Monitoring/documentation of 12 MOS bioluminescence 0005 Monitoring/documentation of Sea Turtle 12 MOS and Manatee sightings vi) Description of Requirements Resource Conservation and Monitoring In order to assure a sustainable future for Vieques natural and cultural resources, the Government acquires the services of non-profit organization(s) to implement a comprehensive one-year program covering the following areas in whole or in part: sustainable development; Vieques ecosystem mapping; multimedia environmental and historical resource library; Monitoring/documentation of bioluminescence; and monitoring/documentation of Sea Turtle and Manatee sightings. Contractor(s) and data shall serve as a viable information source for Federal and Commonwealth Agencies, education/training outreach sessions, and other related research activities. The following are the specified requirements for each CLIN. 0001. Sustainable Development Resource Center Create a sustainable development resource center. Build a library of references in bound and electronic media on current topics specifically related to sustainable development. Include a web-based research tool that can be used by local contractors and the general public for locating sustainable development literature and expertise within Puerto Rico, Vieques, and the US. Plan, organize, and conduct a public awareness program to educate Vieques Island?s population and visitors on sustainable development. Deliverables - Monthly progress report to include contacts and status of project - Final report with list of references and resources 0002. Vieques ecosystem mapping Create a GIS mapping/database of Vieques specific ecosystem. Collect existing data from government agencies and integrate into a single on-line resource. Develop interface capable of accepting data on sea turtle and manatee sightings/activity, water salinity and microorganism counts, land use, and watersheds. Assimilate data provided by the Government monthly on sea turtle and manatee sightings/activity and incidents (X12 months worth) and bioluminescence study. Deliverable - Instruction on access and use of database - Monthly progress reports 0003. Multimedia environmental and historical resource library Create a multimedia environmental and historical resource library focusing on Vieques natural and cultural resources for public use. The library will include display of historical artifacts, fully operational and functional aquatic ?touch tanks?, printed and electronic media on Vieques natural and cultural resources offered on premises at no cost?material may be made available for loan at a nominal cost. Plan, organize, and conduct a public awareness program to educate Vieques Island?s population and visitors on the natural and cultural resources of the island. Deliverable - Monthly progress reports with data on public usage/contact - Monthly list of purchased printed and electronic media with costs - List of all donated, purchased or found resources at contract completion 0004. Monitoring/documentation of bioluminescence Follow on documentation of bioluminescence monitoring based on previous efforts. Include/document observations related to land development in the bay watershed area as well as any significant weather events that occur during the monitoring period. Format of data report may be specified by the Government to suit specific needs. Deliverable - Monthly progress/data reports - Compiled data from previous monitoring activities - Report of significant findings 0005. Monitoring/documentation of Sea Turtle and Manatee sightings Monitor and document Sea Turtle and Manatee sightings and activity in and around the Mosquito Pier and Vieques Airport areas. Develop a method/process for anyone to report any incidents involving sea turtles or manatees reported anywhere around the island; collect and assemble this data in a separate report. Collect data from contractors, Federal Agencies, and the general public on time, quantity, size, and location of sightings within the Mosquito Pier and Vieques Airport areas; indicate the source of the information. Format of data report may be specified by the Government to suit specific needs. Deliverable - Monthly data report vii) Performance will begin on date of award estimated at approximately 30 September 2003. Delivery and Acceptance will be at Contractors facility. viii) The provision FAR 52.212-1, Instructions to Offerors ? Commercial applies to this acquisition. ix) The provision FAR 52.212-2 Evaluation ? Commercial Items applies to this RFP. Each CLIN will be evaluated separately and award will be made on a CLIN basis. Each offeror may submit a proposal on some or all of the CLINs and multiple awards may be made. The following are the evaluation criteria in descending order of importance with Past Performance and Technical Approach being equal and both being more important than price: (Technical Approach, Past Performance and Price). Technical Approach ? The offerors shall submit a technical approach that demonstrates an understanding of the requirements of the individual CLINs and an ability to perform on each CLIN. A technical approach shall be submitted for each CLIN for which an offeror wishes to be considered. Past Performance ? The offerors shall submit past performance information (including contract numbers, and points of contact) demonstrating experience relevant to the individual CLINS for which an offeror is proposing. Price ? A fixed price shall be proposed for each CLIN that is being proposed. Offerors shall include a price breakdown adequate to allow the Government to conduct a price analysis. x.) Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications ? Commercial Items with their offers. xi) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. xii) The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ?
