- NAICS Code: 54171 The U.S. Environmental Protection Agency (U.S. EPA) intends to negotiate on a Sole Source basis under the authority of FAR 6.301, with the University of Washington in St. Louis MO. for a method of synthesis and purification of carbon single and multi walled carbon nano tubes to produce engineered nano-materials. These materials will be used for environmental and catalytic applications, particularly for adsorption uses, for hydrogen storage and as catalyst support for heterogeneous reactions of organic chemicals. The U.S. EPA requires carbon nanotubes for its in-house research in the area of catalysis and adsorption and to develop clean technologies. If the new reactors prove effective, subsequent requirements can be competed to determine if other sources are capable of providing materials that meet EPA's requirements. The nature of the acquisition requires a contractor that possesses the unique capability of system manufacturing in sufficient quantities and the analysis of the desired carbon nano tubes, and can provide the necessary characterization of these products to ensure the desired performance for environmental applications. These unique capabilities are essential for the contract performance in order to assure that the reactor parts are made according to the specifications and achieve the expected chemical and mechanical properties of the catalyst. All responsible and responsive vendors must be in compliance with Section 508 under the 1998 Amendments to the Rehabilitation Act. The contractor shall offer only Electronic Information Technology which complies with EPA Information Resources Management Policy Manual, particularly to include the accessibility policy implementing Section 508 under the Rehabilitation Act stated above. Any contractor's response under this announcement indicates by his interest, quote or proposal that the offered product meets the accessibility requirements of individuals with disabilities, as applicable. However, any firm that believes it is capable of meeting the EPA's requirements may submit technical documentation to establish the potential of complying with the requirements stated above. Such documentation must be submitted to the point of contract within 15 days of electronic posting of this notice. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This is a full and open competition under FAR Part 13, Simplified Acquisition Procedure. The applicable NAICS Code is 54171.
