Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for a FP E-Q Motion Picture Studio Projector. NASA/MSFC intends to purchase a FP E-Q Motion Picture Studio Projector from Kinoton America Distribution, Inc., pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1). Competition is impractical because: Kinoton America Distribution is the only vendor that fully meets the required specifications for the product required by NASA, Marshall Space Flight Center (MSFC). Our requirements are as follows: quality of film motion mechanism, remote control operation, and ease of film loading. Additionally, this projector has 8 adjustable preset projection speeds (1-6-12-18-20-24-48) and has a mode of infinitely variable projections speed (10-30 fps) via potentiometer control jog. Another important requirement is that this projector has still frame projection mode for single frame evaluation with no time limit and not damaging the film by overheating. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on September 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
