Description
The Department of Transportation (DOT), Office of the Secretary of Transportation (OST), plans to release a Request for Proposal (RFP) for transportation fringe benefit payroll support services. This procurement is set aside for small businesses under NAICS code 541519 (average annual revenues over the last three years less than $21m) and will be conducted using FAR Part 12 (Commercial Items) procedures. The RFP can be downloaded at www.eps.gov (reference solicitation number DTOS59-04-R-00004 under the Department of Transportation, Office of the Secretary of Transportation). DOT plans to award a single indefinite delivery, indefinite quantity contract; specific requirements will be defined under individual task orders issued under the contract This is the only method of RFP distribution (hard copies will not be issued) so FIRMS SHOULD NOT RESPOND TO THIS NOTICE BY REQUESTING TO BE PLACED ON A SOLICITATION MAILING LIST. The provision at FAR 52.212-1, Instruction to Offerors, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition; reference the RFP for evaluations factors and their weighting. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, (reference the RFP) with the offer. Late proposals shall not be accepted in accordance with 52.212-1. All subsequent solicitation documents (e.g., amendments to the RFP and responses to questions) will be disseminated to offerors via the same method (i.e., posted at www.eps.gov). ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
