Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. This solicitation is being issued under Request for Quotation (RFQ) #107529. This solicitation is under the Simplified Acquisition Procedures (SAP) under the test program (FAR 13.6). This is a 100% set aside for Small Business. The Standard Industrial Classification Code is 611430, and the Business Size Standard is 6 million dollars. This will be a Firm-Fixed price Contract. The FBI is requesting one(1) training course in Advanced Data Recovery Analysis with a minimum of 20 students and a maximum of 30 students. The Advanced Data Recovery Analysis course shall provide the FBI with hands-on training in Windows 9X, 2000, XP and NT operating systems, as well as Internet data. INSTRUCTOR REQUIREMENTS - Instructor shall have at least two years experience in Computer Forensics and/or in teaching Computer Forensics. CURRICULUM - training curriculum shall include the following specific topics: a). The way in which Windows 9X, 200 and NT store information and how it can be retrieved and examined for forensic purposes, b). Windows 9X long file names and date structures, c). 32-Bit File Allocation Table d). Internet issues and transient data, e). Encrypting File System (EFS), f). Processing issues such as recovering erased files, examination of the pager file, unallocated space and slack space, and methods of gaining operating system and filesystem access. Course dates to be determined with awarded contractor. All quotes shall include per diem and travel. The Contractor will be reimbursed for actual travel expenses incurred up to allowable rates authorized in accordance with the Federal Travel Regulations. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1 Instructions of Offerors Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Items (Jan 1999); FAR 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2002) FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items (Jun 2003). Each quoter shall include a completed copy of the FAR 52.212-3 Offeror Representation and Certifications - Commercial Items (Jun 2003). FAR provision 52.215-5 Facsimile Proposals (Oct 1997). The Government will award to the responsible offeror whose conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The EVALUATION criteria: The Offeror's proposal shall be evaluated on the basis of the following factors (listed in descending order of Importance): a). curriculum b). training materials ( content, Media -i.e. Books, CDs, training materials as references during training course, training materials as take home reference and Hand- ons exercises) c). Instructors shall have a least two years experience in Computer Forensics and /or in teaching Computer Forensics; d). provide three (3) recent references on previous contracts (commercial or government) where the instructor and contractor have performed this type of training. e). price. All quotes shall be clearly marked with RFQ 107529 and shall be submitted to Andrea K.
