Description
The U.S. Securities and Exchange Commission (SEC) intends to award a contract on a sole-source basis to Forensic-Computers.com for the purchase of six Forensic Data Storage Monsters (1.7TB) and six Pelican transport cases. The SEC requires additional forensic data storage for their investigations casework, including forensic images, responsive data, and their indexing. These information pools must be consolidated in order for searches to be performed quickly and efficiently. The hardware has been tailored to provide highly redundant, off-the-network, portable mass storage for forensic work, unlike other data storage products. The data storage must be portable for off-site forensic work. The vendor shall possess the knowledge and experience in forensic methodologies, chain of custody issues, and forensic software/hardware. The service provided shall be performed utilizing computer forensic capable resources. The evidence must remain secured and cannot be sent to and processed in the vendor's environment for repair/maintenance. The vendor's principal(s) shall sign a nondisclosure agreement for each designated investigation/litigation and shall be available to testify regarding the forensic procedures employed for a given storage device and articulate and produce testimony any challenges to chain of custody while the device is placed under their cognizance. On-site support shall be available for a minimum of three years given the potential life cycle of a specified investigation and litigation. In addition, each storage device shall include a three-year on-site (in addition to the first year) warranty. Estimated cost of this procurement is $70,571.00. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties are advised that no solicitation document is available for this requirement and may identify their interest and capacity by submitting a capabilities statement by 10:00am September 10, 2003 to the U.S. Securities and Exchange Commission, Operations Center, Room 1300, Mail Stop 0-20, 6432 General Green Way, Alexandria, VA 22312, Attention: Edie Reisberg.
