NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Therefore, read this entire notice and the instructions herein. The solicitation is number DACW41-03-Q-0073 and is being issued as a request for quotes (RFQ). This acquisition will be set-as ide for small businesses. The NAICS Code is 332311. The size standard is $500 million. A Best Value Award will be made to the firm that is the lowest price technically acceptable. SCOPE OF WORK: Dismantling, removal and disposal of old existing standp ipe. The following is a list of known features: Lead based primer on outside surface of standpipe. Welded steel construction12-foot diameter and 110 feet tall. No known damage to existing concrete foundation.. Place on existing foundation a new tank w ith the following conditions, 11-foot minimum, 12 foot maximum diameter 107 feet tall minimum, 110 foot tall maximum. Tank will be of welded steel or bolted steel design by a manufacturer that has an active registration in ISO 9000. This contract will be considered a commercial purchase order for the purposes of the contracting tool. All Labor, equipment and materials needed for dismantling of old tank and erection of new tank. Tank structural design shall be per AWWA D100-96 or AWWA D103. Standard win d design shall be per AWWA D100-96 or AWWA D 103. Seismic design shall be per AWWA D100-96 or AWWA D103, with the exception of the foundation for which the Corps of Engineers accepts liability unless the foundation is damaged during demolition or constru ction. Tank shall have a roof deck, caged ladder, access control on ladder and OSHA railing around roof edge. All welding shall be to the latest edition of AWS using ASME or AWS certified welders. Welding procedures shall be qualified to ASME Section IX. Shell seams shall be full penetration using SAW (sub-arc welding) process with copper backup. Other seams may be made with GMAW (gas metal arc welding), SMAW (shielded metal arc welding), FCAW (flux-cored arc welding) or SAW (submerged arc welding pr ocess. Interior coating shall conform to NSF-61 requirements. Minimum thickness shall not be less than 5 mils. Exterior coating shall not be less than 3 mils. Corps personnel shall choose exterior color. Warranty shall be for a minimum period of 1 y ear after final acceptance by Corps of Engineer personnel. All site work shall be performed no earlier than October 15, 2003 and finished no later than April 1, 2004. All other specifications are listed in the Tank Specification.
