- NA MATES Phase II (1a), Environmental and Concrete. This project consists of paving the existing gravel areas at the Mobilization and Training Equipment Site at Ft. Knox, KY. Areas to be paved are the graveled military track vehicle parking lot, a graveled- wheeled vehicle parking area to the northwest, and the gravel access road from Frazier Road. Optional bids will be requested for the use of reinforced concrete paving or resin modified pavement in all areas except that area in the southwest corner of the site identified as the fueling area. The fueling area must be paved utilizing reinforced concrete paving. Additive bid item number 1 will be paving of the wheeled vehicle parking area, additive number 2 will be improvement of the access road and additive number 3 will be new fueling facilities in the southwest corner of the site. Estimated construction cost is $1 to 5 million. The contract type will be firm-fixed price. To be eligible for award, a firm must be registered in the Department of Defense Ce ntral Contractors Registry (CCR). Firms can register at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. The North American Industry Classification System (NAICS) code for this project is 237310, Highway and Bridge Const ruction. The SIC code is 1611, Highway & Street construction except elevated highways. The Small Business size standard is $28.5 million. This acquisition is unrestricted in regards to business size, but a 10% price evaluation preference will be applied if any HUBzone small businesses submit a bid. Reference FAR 52.219-4 for further information. All responsible sources are encouraged to bid. The tentative date for issuing the solicitation is 8 September 2003. The tentative date for the pre-bid confer ence is 11 September 2003, 9:00 a.m., at the MATES facility. All interested contractors are encouraged to attend. Performance period of contract is 180 days with additional days allowed for any additive items awarded. To obtain plans and specifications, offerors must register with the Electronic Bid Solicitation (EBS) Syst em located at http://www.nationalguardcontracting.org/ebs/advertisedsolicitations.asp. The entire solicitation package will be available through the EBS site. Offerors will need to monitor the EBS website for any amendments that may be posted. The solic itation package will also be available in hardcopy format at Builders Exchange, 2300 Meadow Drive, Louisville, KY 40218.
