- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Request for Quotes (RFQ) are being requested and a written solicitation will not be issued. Solicitation documents incorporated provisions and clauses are those in effect throught Federal Acquisition Circular 2001-15. This Procurement is set aside 100% for small business. The NAICS is 339112 with business size standard 500 employees. A firm-fixed price contract is anticipated. Products listed herein are products manufactured by Fresenius and in accordance with FAR 52.211-6 Brand Name or Equal and VAAR 852.211-77 Brand Name or Equal are intended to be descriptive but not restrictive, and are provided to indicate the quality and characteristics of products that will be satisfactory. The South Texas Veterans Health Care System (STVHCS), Audie L. Murphy Division, 7400 Merton Minter Blvd., San Antonio, TX 78229 has a requirement to purchase three (3) Fresenius Continuous Autotransfusion Systems, part number 9005091 and three (3) each ATH Collection Reservoir holders, part number 9108441. The autotransfusion Systems must conform to the following standards: The System must offer three types of fully automatic programs for washing, transferring blood and sequestering plasma. The requirements are WASH PROGRAM: High Quality Wash 20-40 ml/ min, Low Volume 25 ml/min, Quality Wash 20-45 ml/min, High Flow Wash 30-70 ml/min, Ultra Flow Wash 50-100 ml/min and Emergency Wash 50-100 ml/min. TRANSFER PROGRAM: Blood Transfer190 with blood flow 190 ml/min and Blood Transfer 350 with blood flow 350 ml/min. PLASMA SEQUESTSRATION (PSQ) PROGRAMS: PSQ from Blood Bags and PSQ direct Draw. DELIVERY FLOW RATES: Red Blood Cell Pump 0-190 ml/min, Shed Blood Pump 0-350 ml/min, and Washing Solution Pump 0-400 ml/min. CENTRIFUDGE SPEED; 1400-2400 RPM. PRIMING VOLUME: Washing Chamber 180 ml (saline) and Blood lines 30 ml (saline). AVERAGE TIME OF RED CELLS IN CENTRIFUGE: 30 seconds. ANTICOAGULANT REMOVAL RATE: 95% (HQW). BAG VOLUME: PRC bag 1,000ml and waste Bag 10 liter. POWER SUPPLY: 120 VAC+/-10% 60hz. POWER FAIL BATTERY (memory backup) 24 v/1.1 Ah. OPERATING CONDITIONS: 59degree Farenheight to 122 degree farenheight. STORAGE CONDITIONS: 5 degree farenheight to 122 degree farenheight. DATAPORT: RS 232 2400 Baud. WEIGHT & DIMENSIONS: Cabinet 152lbs. (H x W x L) 20”x17”x29” CABINET WITH CART: 196lbs. (H x W x L) 37” x 19” x 34”. SAFETY IEC 601-1, 0750-1/12.91 class1 ipx1 UL2601/CFA 6011. LEAKAGE CURRENTS: EN60-601-1, TYPE B. Installation is required and must be addressed as a separate line item. Quotations shall include all warranty information, technical data, specifications and shop drawings. Quotations shall be submitted F.O.B. destination. All quotations are to include a completed copy of the provisions at 52.212-3, Offer Representations and Certifications- commercial Items, with quotation, (a copy of this provision may be requested by facsimile to (210) 617-5255, Attention: Tillman Henderson).
